Two government agencies co-ordinates educational mobility programmes in Sweden Hans Grönlund International Programme Office for Education and Training (IPO) Promotes academic exchanges and cooperation across national borders. Award grants and project funding as part of cooperation and exchange programmes Primary funders: the European Commission, the Nordic Council of Ministers and the Swedish government. The Swedish Institute (SI) a public agency that promotes interest and confidence in Sweden around the world. SI seeks to establish cooperation and lasting relations with other countries through strategic communication and exchange in the fields of culture, education, science and business.

Tempus and Erasmus Mundus Hans Grönlund Tempus projects including co-operation with 20 HEI:s (Ukraine 10, Moldova 4, Armenia and Belarus 2, Azerbaijan and Georgia 1) Erasmus Mundus So far no co-operation projects with HEI:s in the Eastern Partnership

Linnaeus-Palme and Minor Field Studies Hans Grönlund Funded by Swedish International Development Co-operation Agency (DAC-list) Linnaeus-Palme Projects based mobility (in + out): teachers 2 +2, students : 10 projects (Belarus 1, Ukraine 4, Azerbaijan 1, Georgia 4) Minor Field Studies (out-going) Scholarships for field studies: bachelor or masters dissertation : 29 studies in Eastern Partnership countries (Georgia 14, Ukraine 7, Moldova 6, Armenia 2) Sida travel grant (out going) : 4 grants (Belarus 1, Ukraine 1, Georgia 2) IAESTE (in + out) Ukraine 1+1 grants in 2010

SI Scholarships for East Europe and the Visby programme Hans Grönlund Scholarships for masters students and researchers (phd stud and post docs) In-coming mobility Armenia 4 (2 masters, 2 researchers) Azerbaijan 2 (2 masters) Georgia (prio in progr) 7 (7 masters) Moldova (prio in progr) 8 (8 masters) Ukraine 96 (65 masters, 31 researchers) Belarus 45 (32 masters, 13 researchers) Out-going mobility Ukraine 2 (1 stud, 1 research) SI Scholarships can in reality be counted in the ”free movers” cathegory even if they could be based on agreements. Scholarships for master students are always for free movers

Hans Grönlund Atlas (funded by the government) Programme for staff and pupils at preschools, compulsory schools and upper secondary schools. Co-operation is possible with any country in the world Athena (funded by Sida) Programme for global exchange within Vocational Education and Training Both programmes can be used for co-operation with countries in the Eastern Partnership but so far low activitity Programmes at other educational levels

Conclusion on mobility flows Number of in-coming students have been increasing since 2009 Numbers of exchange students very low Difficult to determine actual number of in-coming ”free movers”, possibly HEI agreements as basis for mobility = more organised mobility Number of out-going is extremely low Hans Grönlund

Organised mobility vs free movers For out-going mobility the Swedish system clearly facilitates free moving. Different situation for in-coming mobility Numbers are clearly higher for free movers – but, it is often based on bilateral HEI agreements or other forms of co-operation Organised mobility is to prefer in the long run if international co-operation aims to raise the quality A need to increas organised mobility either via programmes or based on balanced agreements between HEI:s Hans Grönlund
