Repository Analysis Review NSNFP Strategy Meeting Washington, DC Henry Loo April 2009

Need for this Review Repository LA completed and submitted to the NRC Repository acceptance and document package currently not defined DOE EM needs to understand the repository analysis bases as part of DOE SNF and HLW management planning –Ensure packaged materials are consistent with the analysis bases –Maintain proper documents to support repository acceptance –Ensure interim fuel and HLW management will not compromise repository analysis bases 2

Repository Documents covered in the Review Yucca Mountain License Application Sections –For System, Structures, and Components (SSC) that have been identified by the LA sections as either important to safety (ITS) or important to waste isolation (ITWI) Features, Events, and Processes (FEPs) screening –For DOE SNF or HLW information used to support FEPs that may have been screened out of the Total System Performance Assessment (TSPA) because of low probabilities or low consequences Primary references provided to the NRC –For other conclusions in these references that further supported the LA basis 3

License Application Sections General Information Sections Five specific sections covering repository safety before and after permanent closure, R&D program to resolve safety questions, performance confirmation program, and management systems. Majority of DOE SNF and HLW information used in the repository safety before and after permanent closure sections. Specific DOE SNF and HLW SSCs the LA identified as ITS and ITWI –DOE SNF canisters and HLW canisters are ITS –DOE SNF canister neutron absorbers are ITWI –DOE HLW waste form is ITWI 4

Features, Events, and Processes Screening Screening covers all FEPs that are possible at the repository – 374 identified FEPs with discussions on DOE SNF and/or HLW – 28 Excluded FEPs referenced specific DOE SNF/HLW information – 19 Examples of specific DOE SNF/HLW information referenced –MCO water content (both free and chemically bound) –Average U-Metal per MCO –DOE SNF and HLW configuration, loading used in postclosure criticality analysis –Neutron absorber as analyzed 5

Primary References Primary references are the references provided to the NRC with the submittal of the Yucca Mountain LA Primary references total number Primary references discussing DOE materials - 18 Completed the review of 7 out of the 18 references that discuss DOE materials Examples of DOE material information used in the primary reference –DOE HLW fissile loading per HLW canister –DOE criticality analysis based on representative fuel with specific fissile loading, physical, and chemical properties –A canister fragility analysis for each SNF canister design 6

Interim Review Results DOE SNF and HLW information used to support the LA SAR have been transmitted to RW, additional specific DOE SNF or HLW information to support the current licensing basis is not needed at this time. –HLW information used in preclosure analysis HLW radionuclide inventories based on DOE/ORP/ for Hanford, X-ESR-S [2007] for SRS, Picha 1998 EIS Data Call for INL Preclosure criticality evaluation based on highest HLW fissile loading Preclosure consequence analyses uses same HLW inventory to calculate Category 2 event sequence doses [breach of HLW canister(s) from each site are considered] 7

Interim Review Results (continued) –HLW information used in postclosure analysis HLW radionuclide inventories based on Hamel letter for Hanford, X-ESR-S [2004] for SRS and a weighted average is calculated based on number of canisters and configurations (plus LaBS glass inventory from WSRC- TR distributed in all codisposal WPs) for TSPA Postclosure criticality evaluation based on HLW fissile loading from 1991 Preliminary Waste Form Characteristics Report version 1 8

Interim Review Recommendations Since no additional information will be required at this time, EM/RW should establish an acceptable waste form characteristics (i.e., an accepted fuels list) based on current LA analytical bases. EM compliance record package would contain the following: –DOE SNF per the accepted fuels list –Certify DOE materials in a properly fabricated, loaded, dried (except HLW), and sealed canister (i.e., DOE SNF standardized canister, MCO, or HLW canister) –As required, certify the canister contains the amount of neutron absorber materials as analyzed –EM certify HLW in the canister has been produced per the Waste Form Compliance Plan –MC&A data for both SNF and HLW (741 form) 9

Next Step Complete review of all primary references related to DOE SNF and HLW. Document the DOE information used in the LA analyses (LA SAR sections, FEPs screening, primary references). Review and issue report. Work with RW to formulate process to document accepted fuels list based on the LA analytical bases. As needed, identify process to include remainder DOE SNF. Finalize record package content that will accompany each DOE SNF and HLW canister. 10
