Bamidbar is primarily a book of stories but the stories are consistently interrupted with laws we would expect to be in Vayikra. The story we don’t have is leaving Har Sinai and entering Eretz Yisrael.

Immediately after all of this, they start travelling and then the trouble starts. They should be travelling to Israel but instead we find the story of how they don’t make it and the entire generation dies.
