On June 6, 2013 Governor Peter Shumlin signed the Flexible Pathways bill (S.130/Act77) which provides for:S.130/Act77 Expansion of the existing Statewide Dual Enrollment Expansion of Early College Programs Increased access to work-based learning Increased virtual/blended learning opportunities Increased access to Career and Technical Education (CTE) Implementation of Personalized Learning Plans (PLPs) Flexible Pathways Components – Dual Enrollment Dual Enrollment – Early College Early College – Personalized Learning Plans (PLPs) Personalized Learning Plans (PLPs) – Work-based Learning Work-based Learning

Details to Digest Dual Enrollment Early college program: VAST; Vermont State Colleges, UVM, or accredited private VT postsecondary Each enrolled 12th grade VT student: (summary=state pays ~87 % of base education) Show me the money: – enrolled as a full-time student in the institution receiving academic year payment; – not enrolled concurrently in secondary school of residence or to which the district pays tuition on the student’s behalf; and – shall not be included in the average daily membership of any school district for the academic year for which payment is made; provided, however, that if more than five percent of the 12th grade students…

Early College Available An eligible student may enroll in up to two dual enrollment courses prior to completion of secondary school Student and/or parent-guardian shall not be required to pay tuition. Enroll in courses offered while secondary school is in session and during summer.

Early College—the Money State pays 100 percent tuition owed to postsecondary for courses offered in 2014 and 2015; Student’s school district of residence shall pay tuition to the postsecondary institution in an amount equal to the tuition rate charged by the Community College of Vermont (CCV)=90% at the time the dual enrollment course; Courses taught by an instructor (employed by secondary school), the student’s school district of residence shall pay tuition to the postsecondary institution in an amount equal to 20 percent of the tuition rate; State shall pay 50 percent of the tuition owed to public postsecondary institutions under subdivision (1)(A)…, provided amount paid by the State annually does not exceed General Fund$

SoRo Strength -- WBL VERMONT GOLD STANDARDS FOR WORK-BASED LEARNING 1. WBL available as part of a program of study leading to college and career readiness. – INDICATOR: Each school has identified which WBL activities are offered. 2. Qualified professional facilitates WBL activities as identified in the Vermont Work Based Learning Guide. – INDICATOR: WBL Coordinators demonstrate proficiency and understanding of the Vermont Gold Standards for Work Based Learning and WBL Guide. 3. Employers develop the future workforce through WBL activities. – INDICATOR: Employers can identify benefits from and value their involvement in WBL activities. 4. Students' individual needs and goals are incorporated into WBL activities. – INDICATOR: Students identify how WBL activities help achieve their learning goals.

WBL activities are coordinated as a continuum of career development. – INDICATOR: Schools identify a progression of career development at appropriate age levels. 6. WBL activities are integrated with academic standards. – INDICATOR: Schools identify how WBL activities enhance their core curriculum. 7. WBL activities are utilized as a mechanism to acquire 21st Century Skills for all students to succeed in the workplace. – INDICATOR: Schools define and measure the acquisition of 21st Century Skills acquired through WBL. 8. WBL activities are compliant with legal, health, and safety regulations. – INDICATOR: WBL Coordinators assure that WBL activities meet all relevant legal, health, and safety standards.

Additional Details Personal Learning Plans (PLPs) Every student grades 7 through 12 have ongoing personalized learning planning process: – identifies the student’s emerging abilities, aptitude, and disposition; – includes participation by families and other engaged adults; – guides decisions regarding course offerings and other high-quality educational experiences.
