PRESENTATION ETOD AIRSEAIR

Amendment 36 To ICAO Annex 15, Chapter 10

Terrain & obstacle Data requirements are collected for 4 specific areas Area 1- Entire country territory. Area 2- Less than 45 kilometres and outside of aerodrome runway. Area 3- 90 meters from the runway centerline and 50 meters from the each of all others parts of the aerodrome movement area. Area 4- 900 meters prior to the runway threshold and 60 meters each side of the extended runway centerline.

Electronic terrain and obstacle data may be used in the following air navigation applications   Ground proximity warning system with forward looking terrain avoidance function and Minimum Safe Altitude Warning (MSAW) system Determination of contingency procedures for use in the event of an emergency during a missed approach or take-off Aircraft operating limitations analysis Instrument procedure design (including circling procedure) Determination of In-route “drift-down” procedure and in-route emergency landing location Advanced Surface Movement Guidance and Control System (A- SMGCS) and Aeronautical chart production and on-board databases. In addition, the data may also be used in flight simulator and synthetic vision systems, and may assist in the height restriction or removal of obstacles that pose a hazard to aviation.

Area 2 Obstacles & Terrain - Terminal Control Area Data Numerical requirement :   Post Spacing (terrain) – 1 arc second (approx 30 meters) Vertical Accuracy – 3 meters Vertical Resolution – 0.1 meter Horizontal Accuracy – 5 meters Confidence Level – 90% Data Classification-essential Integrity Level – 1x10 to the -5 Maintenance Period – as required

Area 3 Obstacles & Terrain - Aerodrome/Heliport Area Data Numerical requirement : Post Spacing (terrain) – 0.6 arc second (approx. 20 meters) Vertical Accuracy – 0.5 meters Vertical Resolution – 0.01 meter Horizontal Accuracy – 0.5 meter Confidence Level – 90% Data Classification-essential Integrity Level – 1x10 to the -5 Maintenance Period – as required

Area 4 Obstacles & Terrain Category II or III Area of Operation Data Numerical requirement :  Vertical Accuracy – 1.0 meter Vertical Resolution – 0.1 meter Horizontal Accuracy – 2.5 meter Confidence Level – 90% Data Classification-essential Integrity Level – 1x10 to the -5 Maintenance Period – as required

Area 2a is a “Standard” Areas 2b, 2c, & 2d “Recommendations” Penetrations of the take-off flight path area obstacle identifications (Annex 4, 3.8.2.1) and aerodrome obstacle limitation surfaces (Annex 14, Volume 1, Chapter 4)

Obstacle. All fixed (whether temporary or permanent) and mobile objects, or parts thereof, that:   a) are located on an area intended for the surface movement of aircraft, or b) extend above a defined surface intended to protect aircraft in flight, or c) stand outside those defined surfaces and that have been assessed as being a hazard to air navigation.

El Centro de Recursos para el Análisis de Conflictos (Cerac) tiene un informe en el que detalla la presencia de grupos armados en las diferentes regiones del país, la consolidación de esos actores como influyentes o dominantes en los territorios y las zonas donde hierve el conflicto, debido a enfrentamientos de esos grupos contra la fuerza pública o combates entre los mismos grupos ilegales. KienyKe reproduce un mapa en el que se identifican los territorios nacionales donde operan los dos principales grupos guerrilleros (FARC y ELN). Las zonas donde más ejercen resistencia armada coinciden con  la mayoría de zonas rojas identificadas por OCHA, aunque las mediciones de este último organismo no sólo consideren acciones de insurgentes. Las Farc son el grupo armado ilegal de mayor presencia en todo el territorio nacional. Jorge Restrepo, director del Cerac, no obstante explicó que hay regiones en las que hay actividad guerrillera pero no hay oleadas de combates, de alguna manera, porque la guerrilla controla el territorio y se ha consolidado allí. Entre dichos sectores se encuentra parte de la serranía del Perijá, cerca a la frontera con Venezuela, parte de Vichada y Guanía, zonas de los límites entre Boyacá y Florencia, el pacífico caucano y el pacífico nariñense.
