REGIONAL FUNDING PROGRAM FOR LOCAL GOVERNMENT AUTHORITIES (RFP) Brendan Mohr Department of Environment and Conservation Waste Management Branch

Local government waste funding reform commenced in 2006 with the announcement of the Waste Board’s Zero Waste Plan Development Scheme (ZWPDS). ► ZWPDS Phase 1 (2006) - Baseline data collection ► ZWPDS Phase 2 ( ) - Establishment of Regional Council Groups (RCGs) and the development of Strategic Waste Management Plans (SWMPs) ► RFP Pilot ( ) - RCGs were eligible to apply for funding to implement projects identified within SWMPs through the submission of a Regional Investment Plan (RIP) HISTORY

RFP PILOT PROJECTS ► waste audits and studies ► e-waste recycling ► provision of educational workshops ► household hazardous waste recycling ► improved landfill management ► events recycling ► waste infrastructure projects ► acquisition of plant ► civil works

In 2009 the Waste Authority commissioned GHD Consultants to conduct an independent review of the ZWPDS and the RFP Pilot to assess the value of these programs. RFP Review

RFP ► In May 2011, the Minister for Environment approved the continuation of the RFP. ► The new RFP incorporates changes to the program duration, funding criteria and assessment guidelines. ► The RFP is now to be continued for a five year period from 2011/12 –2015/16, with a funding allocation of $6,780,000.

REGIONAL COUNCIL GROUPS Regional Council Groups representing 121 local government authorities across Western Australia have registered for inclusion in phase 1 of the program.

PROGRAM OBJECTIVES ► to encourage local governments to work together to provide regional waste management solutions and increase efficiencies ► to facilitate improved local government waste management infrastructure and services throughout the State ► to facilitate continuous improvement in waste avoidance, resource recovery and disposal for solid waste managed by local government in line with the relevant targets within the Waste Strategy

Western Australian Waste Strategy: “Creating the Right Environment” RFP projects should aim to: ► deliver regional waste management priorities identified within the Western Australian Waste Strategy ► undertake activities that contribute towards meeting targets identified within the Western Australian Waste Strategy

FUNDING STREAMS Funding will be available to RCGs through two funding streams: ► Fixed funding stream ( ) (including additional funding for 8 Major Regional Centres identified in the Waste Strategy) ► Competitive bid funding stream ( ) ► Project completion and reporting phase ( no new funds allocated)

FUNDING CRITERIA ► Form and register a Regional Council Group of two or more local government authorities ► Have a DEC endorsed SWMP ► Submit and have projects from regional SWMP approved ► All RCG members must have completed and returned the current or most recent Annual Census of Local Government Waste and Recycling Services

Help is at hand Project officers are encouraged to maintain contact with the project coordinator while developing project proposals to ensure they meet funding requirements.
