BUILDING A COMPREHENSIVE COLLECTION… COEs are responsible for building comprehensive collections But how do you know what a comprehensive collection is?

DEPOSITORY COLLECTIONS Often built over a long period of time Subject to wear and tear, theft, and previous collection policies COE documents may pre-date the library’s depository status Many documents collections are not cataloged

CENTER OF EXCELLENCE (COE) DATABASE Serves as a tool for analyzing the completeness of COE collection(s) and to identify gaps Also known as the Gap Analysis Tool “No historical federal government publications collection is 100% complete” Records for COE documents are uploaded to the database for comparison with other collections

BEFORE WE BECAME A CENTER OF EXCELLENCE… ‘Proof of concept’ collections Department of Education – South Carolina Canal Zone documents – University of Florida Works Progress Administration – University of Kentucky Our test collection—WPA Feasibility Workflow Compare holdings

CATALOGING THE WPA DOCUMENTS Cataloged ~400 WPA documents Fine tuned our workflow Cataloged paper copy Added link to digital copy if available Offered out the duplicates Added records to the COE database

A FEW MONTHS LATER… The University of Kentucky contacted us The COE Database/Gap Analysis Tool showed that we had 48 WPA documents that Kentucky did not Could Kentucky have them??

AFTER SOME DISCUSSION… We decided to make digital copies of the originals Give Kentucky the paper copy

BENEFITS Kentucky has a more complete collection We have some great documents accessible through our catalog We have a way to share digital copies of other documents Digital copies are freely available through the Internet Archive
