UNIT HIGHLIGHTS

 Annually conclude recruitment plans of new teachers(Jointly with DEOs/MINALOC,MINEDUC,MIFOTRA&MINECOFIN ) by Sept.of previous year  Launch & training DEOs&district HRs on UNICEF funded TMIS  Coordinate recruitement, deployment, Evaluation&renewal of SBMs’ contracts& plan for new SBMS  Plan for improved SBM management(more head teacher ownership of the program and decentralized pay system)  Completion of draft Teacher statute: TACOS, prof. standards, prof. conduct and appraisal Oct,2014  Need to address the teacher-pupil ratio

 Jointly with stakeholders/partners, trained mentors and senior mentors in mentorship skills in English language and pedagogy  Trained teachers(A2) in Maths, Science and learner centred approach  Provided SBMs & SMs with teaching equipments supplied by partners; notably EDC, Net books, projectors and FHI modems for MCOP  Administered diagnostic and progressive English language tests to 30,000 teachers.  Sensitized teachers, SMs&SBMs to Learn English as a friendly,easy language.

 Jointly with partners: EDC, IEE, B.C, designed training materials for SMs, SBMs and teachers under SBMs,  Trained, during the last two holidays, teachers who got 1 and 1+ in EDC developed REPS tests, using materials developed by B.C;  Appointed SBM Focal Points for all districts to reinforce DEOs, SEOs and Inspectors’ work on the ground;

 Work with DPs and NGOs in administering various assessments to teachers; e.g: APTIS Test scheduled to be administered to 660 teachers countrywide in November-December 2014;  Work with Partners and NGOs in providing trainings to teachers: e.g STEM by British Council;  Drafted SBM guidelines in collaboration with SBM Task force members from VSO, EDC,B.C  There is need for availability of English language course books acceptable by International standards for use by Mentors to train Rwandan teachers(REB?, B.C?,EDC?,...)

▸Jointly with NGOs /DPs: VVOB, British Council Trained school leaders: Deputy heads, head teachers, Administration support staff, SEOs and DEOs.  Developed leadership manual guides-for HTs, DHTs&DEOs (with British Council support)  Developed leadership standards for HTs ( with British Council & VVOB)  Completed school leadership certification Modules /Curriculum with URCOE for secondary; now concluding the primary HTs one.

 Trained 635 PTCs/PTAs (with Concern Worldwide, Wellspring and Transparency international  Need for greater Cohesion/synergy between NGOs offering similar trainings(?).

 Sensitize teachers on income generation projects  Work jointly with government funded Umwalimu SACCO –the National teacher’ savings and credit cooperative.  Developed teacher incentive proposal(applied piecemeal) - through Girinka Mwalimu, laptops, staff housing, limited upgrading of teachers qualifications.  Need for a defined, affordable, motivating teacher incentive scheme.
