Overview Copperas Cove is eligible for $352,920 during the school year. A minimum of 60% of the grant must be used for financial incentives for teachers who have demonstrated a direct impact on identified student achievement targets. It is recommended that financial awards be not less that $3000 per teacher and may not be less that $1000 per teacher A maximum of 40% of the grant may be used for such activities as: Recruitment and retention of teachers Professional development Increasing local data capabilities to support instruction Financial awards for other employees

District Requirements Develop a district award plan with goals to improve student academic achievement Establish performance measures that are consistent with district goals Participate for at least two grant cycles Provide matching funds (may be “in kind”) -15% Year 1 -25% Year 2

Identified Needs Based on Data 7 Students did not meet TAKS passing standard on the 3 rd Grade Reading assessment after three attempts in out of 70 students did not meet the TAKS passing standard on the 5 th Grade Reading and/or Mathematics assessments after attending summer school in 2007 Hispanic performance on All 5 th Grade TAKS test combined was 5% below the district average in 2007

Identified Needs (Continued) It is estimated that summer school enrollment will increase by 100 students in the future due to the 8 th grade TAKS passing standard 13 students did not graduate from Crossroads High School in 2007 due to not meeting one or more TAKS requirements

Action Plan Provide improved intervention programs for elementary students in the areas of reading and mathematics Increase the number of elementary teachers who have their English as a Second Language (ESL) endorsement Recruit quality summer school teachers, specifically in the area of mathematics, to meet the need caused by the 8 th grade Student Success Initiative Enhance preparation of students at Crossroads High School toward meeting the TAKS standards

Overview of Proposed Part I Components Provide financial awards ranging from $1000- $3000 for elementary reading and mathematics interventionist who meet designed instructional targets Provide financial awards ranging from $1000- $3000 for elementary ESL interventionist who meet designed instructional targets based on TELPAS reading

Part I Proposal (Continued) Provide financial awards ranging from $1000- $4000 for summer school teachers in Grades 3, 5, and 8 whose students meet identified TAKS promotion standards. Provide financial awards ranging from $1000- $4000 for Crossroads High School teachers whose students meet identified Exit-Level TAKS passing standards.

Overview of Proposed Part II Components Provide $1000 critical shortage area stipends to homeroom teachers who serve ESL students at Halstead, Fairview/Jewell, and Parsons/Clements Provide a Lead Interventionist stipend of $1000 to a teacher at each of the six elementary schools who will coordinate intervention activities Provide Wilson Reading System Level 1 training to eight teachers who will provide intervention for dyslexic students in Grades 2-12

Part II Proposal (Continued) Provide a $400 stipend to teachers in Grades K-5 who complete a facilitated online version of the Texas Reading Academies Provide $1000 stipend to fifteen teachers who are selected to participate in clinical observations of best practices during summer school instruction Purchase necessary handheld technology materials for K-3 teachers to conduct progress monitoring in the areas of mathematics and reading Purchase necessary AIMsweb mathematics materials to be used as a progress monitoring tool in Grades K- 8.

Conclusion CCISD has the opportunity to acquire an additional $352,920 from the state Incentive pay and additional resources can be dedicated to our most at-risk students which include: English Language Learners Early age learners demonstrating reading and mathematics difficulties including dyslexia Students required to attend summer school after not meeting TAKS promotion requirements after two attempts Students enrolled in our academic alternative school
