United Nations Regional Workshop on the 2010 World Programme on Population and Housing Censuses: Census Evaluation and Post Enumeration Surveys, Asunción, Paraguay, 3-7 August 2009 Adjusting Census Figures Why adjusting census figures ? Errors may be substantial and the validity of the counts delivered by the census questioned Coverage of certain population groups may be deficient, some parts of the country may be disadvantaged in terms of financial repartition (attribution of funds, of seats…) But if the undercoverage is uniform, there is no consequences in terms of equity To have a correct estimate of the population as a basis for future intercensal estimates and projections.

Population estimates Calculated using the census population + the evaluation from the PES Total population, population by administrative area (state, region, …) Census results Total population, population by administrative area (state, region, …) Main distributions (by state, sex, age…) All the database, in order to adjust all potential distribution

When adjusting figures or distributions: use the coverage rate corresponding to the variables Directly if available directly from the variables of the PES Using regression if not, but these estimates are not guaranteed to be consistent at regional level When adjusting the whole database, need to modify the weight of some individual records: Pb of decimal weights – use integer weights every x records Some individuals are weighted 0 and therefore removed from any tabulation
