IDEA PROBLEM The overall aim of the Interreg initiatives has been, and remains, that national borders should not be a barrier to the balanced development and integration of the European territory. The isolation of border areas has been of a double nature: on the one hand, the presence of borders cuts off border communities from each other economically, socially and culturally and hinders the coherent management of eco-systems; on the other, border areas have often been neglected under national policy, with the result that their economies have tended to become peripheral within national boundaries. The single market and EMU are strong catalysts for changing this situation. Nevertheless, the scope for strengthening cooperation to the mutual advantage of border areas throughout the Community remains enormous. The challenge is all the greater when the future enlargement of the Community is considered, as this will increase the number of its internal borders and, progressively, shift the Community's external borders eastwards. Objective: transnational cooperation between national, regional and local authorities aims to promote a higher degree of territorial integration across large groupings of European regions, with a view to achieving sustainable, harmonious and balanced development in the Community and better territorial integration with candidate and other neighbouring countries. The specific profile of INTERREG III B is to focus on the interrelations and interdependencies between the different sectors. This might include even very specific subjects but it always must be clear from the application what constitutes the strategic objectives of the programme. Applicants sometimes have difficulties to identify the specific profile of INTERREG III B and its spatial approach. Indeed, the programme offers links to all sectoral policies and all disciplines, which are somehow linked to territorial development.
