Utah Effective Teaching Standards-based Jordan Performance Appraisal System Orientation (UETS-based JPAS)

Requirements in Rule and Code (R and 53A-8a) The Utah Effective Teaching Standards (UETS) will serve as the basis for district educator evaluation systems throughout the state of Utah. The focus is on the improvement of high quality instruction and improved student achievement. The standards describe what effective teachers must know and be able to do. It is expected that educators will use the Utah Effective Teaching Standards to improve practice.

Utah Effective Teaching Standards (UETS) Are broken into 3 parts: Standard Indicator Rubric which indicates the level of effectiveness: Not Effective Emerging Effective (Provisional)/Minimally Effective (Career) Effective Highly Effective

UETS-based JPAS The Jordan Performance Assessment System (JPAS) Summative Evaluation Is: - Objective - Valid - Reliable - Research-based

UETS-based JPAS (continued) The observation portion of the JPAS was already aligned to the UETS and has remained the same. The interview portion has been aligned to the UETS rubric and no longer calls for a simple yes or no response.

Who Will Be Evaluated and How? This is your orientation and notification of evaluation this school year. The UETS-based JPAS will be the summative evaluation tool used to measure educator professional performance.

Who Will Be Evaluated and How? (continued) Provisional and probationary educators will be evaluated at least twice a year using the UETS-based JPAS. Career educators will be evaluated annually. ( Administrators may choose to conduct full evaluations at any time) A UETS-based JPAS will be done at least once every third year for career educators. Formative Evaluations will be conducted on an ongoing basis.

UETS-based JPAS Timeline Educators oriented to the evaluation process Pre-Observation Notification – Administrators will notify educators of evaluation at least 15 working days prior to their first observation First Unscheduled Observation – Data collected and recorded for Domains I – III

UETS-Based JPAS Timeline (continued) Second Unscheduled Observation – Data collected and recorded for Domains I – III (First & Second Observations to be completed within 15 working days, but not on the same day) Interview – Data recorded for Domains IV – V (within 5 working days of the second observation) Note: Teachers will no longer have 24 hours after the interview to provide data

UETS-Based JPAS Timeline (continued) Data on Domains I – V is scored and a JPAS Feedback Report is produced Professional Development Meeting – Feedback report interpreted and discussed within 15 working days of receiving the report Professional Growth Plan – Goals and the plan for achieving them are developed If Total Score is in the minimally effective, effective, or highly effective range, the evaluation is complete

What happens if your total score from an evaluation is in the NOT EFFECTIVE Range?
