IAEA International Atomic Energy Agency Nuclear Energy Series Lumir Nachmilner Waste Technology Section, Member of the Document Coordination Team Presented to the International Conference on Management of Spent Fuel from Nuclear Power Reactor, 3 June 2010

IAEA Why Nuclear Energy Series Earlier all NE reports were TECDOC’s or TRS Consecutive numbering Mixing between subjects No structure No revision process Nuclear Energy Series Organise the reports by subject Organise the reports by level of advice Improve the quality by a structured production and consultation process and regular revisions Ensure consistency with other documents in information and messages through this process

IAEA NE Series Documents Provide advice for those either planning or implementing nuclear activities (mainly nuclear power) Based on Best Practices in the MS Building on expertise in MS as represented in SAGNE TWGs and their nominees

IAEA Structure of the Nuclear Energy Series Documents Basic Principles Manifest and describe the rationale, and vision for the peaceful use of nuclear energy

IAEA Background – Nuclear Energy Basic Principles Beneficial use Benefits Transparency Responsible use Protection Security Non-proliferation Long term commitment Sustainable use Resource efficiency Continual improvement

IAEA Objectives Describe what needs to be considered and to be achieved in various Areas at different stages of implementation Structure of the Nuclear Energy Series Documents The Objectives include 4 Areas General Nuclear Power Nuclear Fuel cycle Radioactive waste and decommissioning

IAEA Background – Objectives General Nuclear Power Technology development Design and construction of NPPs Operation of NPPs Non-electrical applications Research reactors Nuclear Fuel Cycle RWM and Decommissioning

IAEA Nuclear Energy Guides Describe how to achieve the objectives relating to various topics. Structure of the Nuclear Energy Series Documents The Guides include 18 Topical domains

IAEA Background – Guides Milestones in the Development of a National Infrastructure for Nuclear Power Managing of Human Resources in the Field of Nuclear Energy Policies and Strategies for Radioactive Waste Management

IAEA Structured production and consultation process Document Coordination Team – to ensure internal scrutiny and harmonization Representatives from NE Divisions, NS and NA dpt’s Provides advice at different stages – DPP- Final report External experts – to ensure best knowledge Produce reports SAGNE and Technical Working Groups - to ensure technical quality and MS involvement Reviews final draft of top level documents 300 experts from 50 Member States and 5 international organizations Publication Committee Ensures IAEA harmonization and quality requirements

IAEA Ensuring harmony with safety standards Basic principles agreed between DDG NE and NS Safety Standards provide boundary conditions for NE documents regarding safety No development of Safety Standards in NE documents NE responsible that if Safety Standards are reproduced they should be updated as appropriate NS represented in NE DCT - should participate in the review at various stages to ensure harmony with safety standards

IAEA Summary NES developed to structure NE publications, improve their quality and ensure harmonization A comprehensive process developed to ensure highest level technical input from the Member States and internal IAEA coordination The NES is complementary to Safety and Security Series and has a different purpose The purpose of the NES documents is to provide advice for those planning or implementing nuclear power, i.e. normally industry and research organizations, but also policy makers and financers
