EIR/EIS Process The environmental review process is being conducted by four state and federal agencies; the California Department of Water Resources is the state lead agency under CEQA, while the Bureau of Reclamation, U.S. Fish and Wildlife Service (USFWS), and the National Marine Fisheries Service (NMFS) serve as the joint federal co-leads under NEPA.
