DCAPES Program Description Present Plan Source Mobilize Deploy Account Sustain Redeploy Reconstitute Puts the “Expeditionary” in AEF Crucial to Air & Space Expeditionary Forces System of Record fielded globally 4,000 users War Proven in OIF & OEF Annually deploy 110,000 Airmen to 107 FOLs AF’s comprehensive software system to present, plan, source, mobilize, deploy, account for, sustain, redeploy, and reconstitute forces Real-time Collaborative Tool/Environment providing accurate deliberate and crisis action planning Synchronize AF/A1P, AF/A1M, AF/A4, AF/A5, GCIC/A4 Requirements for DCAPES was laid out in a 1995 Operational Requirements Document. DCAPES is the primary engine behind the AEF center and as such, it puts the “Expeditionary” in the AEF. Fielded worldwide with 3680 users (expected to grow to 7000 with the next 2 releases. War proven in OIF/OEF. As a GCCS application with it’s primary customer the A3/5 community, DCAPES is considered a C2 application. The AF views it as the single collaborative tool to present, plan, source, etc. Remind users in 2005 the AF deployed 69,000 Airmen to 64 countries. Used for contingency and crisis action planning (deliberate planning is no longer part of the Joint lexicon) Used by A1, A3, A4, A5, A7 and AEF Center planners Globally Deployed and Synchronized in Real Time

DCAPES Supports Four Domains DCAPES provides the Air Force cross-functional integration for the four main functional domains Operations Manpower DCAPES provides the integrated functional planning environment Logistics Personnel

End-to-End, Cradle-to-Grave Force Management MAIN POINT: DCAPES is used at all levels Both AF and Joint Used by ALL Air Force Disciplines All echelons Total Force – Active/Guard/Reserve Functionality Force Development UTC creation, modification, management Force Module development Develops Air Force capabilities into Force Presentation Force Analysis Modeling and Simulation Force Management Scenarios Logistics Feasibility Analysis Deliberate and Crisis Action Planning Source warfighter requirements Create support packages Conduct analysis of requirements vs. authorizations Logistics Feasibility and Pre-positioning Mobilization planning, staffing, execution MAJCOM HQAF NAF Bases AFFOR COCOMs JTF DCAPES USERS SPAN ALL ECHELONS, FROM THE HQ ALL THE WAY TO THE BASE USERS, DCAPES ALLOWS INSIGHT INTO DETAILED PLANNING DATA. OPERATIONAL PLANNERS, LOGISTICS PLANNER, AND MANPOWER/PERSONNEL PLANNERS RELY ON DCAPES TO IDENTIFY AND SOURCE THEIR REQUIREMENTS. ACTIVE DUTY, NATIONAL GUARD AND RESERVES USE DCAPES FOR FORCE DEPLOYMENT, ANALYSIS AND DELIBERATE AND CRISIS ACTION PLANNING. USERS CREATE, MODIFY AND MANAGE UTCS AND EVEN BUILD FORCE MODULES TO PRESENT AF FORCES. USERS CAN ALSO USE THE MODELING AND SIMULATION TOOLS WITHIN DCAPES TO DEVELOP SCENARIOS AND CONDUCT RELEVANT ANALYSIS. OF COURSE, DELIBERATE AND CRISIS ACTION PLANNING IS WHAT DCAPES DOES BEST. IT ALLOWS THE WARFIGHTER TO SOURCE REQUIREMENTS, CREATE SUPPORT PACKAGES, CONDUCT ANALYSIS AND PLAN FOR EXECUTION. ONE OF THE BIGGEST USERS OF DCAPES DATA IS THE AEF CENTER. THEY BUILD AND SOURCE SUPPORT PACKAGES, LEVY LOGISTICS AND MANPOWER REQUIREMENTS, AND COORDINATE BOTH CRISIS ACTION AND STEADY STATE PLANNING FOR THE AF. THE TOOLS NECESSARY TO SUPPORT THE WORK OF THE AEF CENTER ARE FULLY IMPLEMENTED AND UNIQUE TO DCAPES. DCAPES PROVIDES THE FULL SPECTRUM OF PLANNING SUPPORT AND IS FULLY COMPLIANT WITH JOPES REP FROM INITIAL SOURCING THROUGH VALIDATION NEXT SLIDE
