TM/WSP 5-9 Nov Group A4 Issues raised during breakout A Need for more concrete measures and guidance. Can we group similar countries and provide some “tailor made” detailed frameworks. Need to score and weight different criteria in the milestones. Provide a document giving history of countries development of nuclear power: successes and failures

Public acceptability – how to deal with anti-nuclear groups and reach consensus? Some anti-nuclear groups are international so should there be guidance on a common approach? How do we measure public acceptance? Surveys, local representatives etc? More guidance on national energy planning, when are the plans robust. How to really establish the potential energy capability of the country? Very important input to stakeholder management – need for nuclear energy drives support. Also how to communicate and inform about nuclear. Need for long term planning not just short term use of limited resources. Guidance on what level of financial support should be given to local communities near to power plants? TM/WSP 5-9 Nov Group A4 Issues raised during breakout A

Legislative framework Laws on nuclear liability will be new to countries without a nuclear programme. Need more guidance on what the country approach should be. Should recognise that signing up to many international agreements takes a lot of time and resource. Is there enough guidance on what is required for different types of projects? Clear for Turnkey but not for BOO or BOOT. Need help to establish nuclear laws: it was suggested IAEA have “model laws” and will provide support. National position Should there be a regional policy on which countries develop a nuclear programme. Will a neighbouring country feel pressurised into developing a nuclear programme because its neighbour has done so? They may not really be ready for milestone 1.
