History of P3’s in Winnipeg 1995: Charleswood Bridge P3 Committee struck in 2007 to evaluate potential projects Deloitte & Touche LLP (Deloitte) engaged to review delivery of several capital projects including rehabilitation of the Disraeli Freeway Business case and preliminary value for money analysis carried out May 2008: Council authorized the Public Service to proceed with the Disraeli Bridges Rehabilitation Project as a DBFM
