Why another report? lot of work and results in the programmes funded in the period no need to reinvent the wheel... building on previous good practices/results – methods, tools, studies... lack of coordination between programmes  CATALOGUE of selected results that can be transferred into DR

Objective to select, analyse and describe the results of EU projects with transferability potential in four main areas: 1.cluster development 2.technology transfer; 3.financing mechanisms and tools for innovation; 4.non-financing methods and tools supporting research and innovation.

Methodology Step 0: Preparation phase Definition of the selection criteria, information resources and preparation of concept note Step 1: Automatic pre-selection of projects Selection from respective databases based on common criteria. This step will result into preliminary lists of relevant projects for both automatic selections: FP7: CORDIS (Advanced search), Selection criteria: Contract type (Coordination and support actions - CSA), Program (FP7-Energy, FP7-KBBE, FP7-ICT, FP7-Capacities, FP7- REGPOT, FP7-SME), Free text search (clusters, technology transfer) Trans-Regional Cooperation Programmes (SEE/CE): KEEP (Knowledge and Expertise in European Programmes) Database, Theme (Economic Development), Keywords (Agriculture, Clustering & Economic cooperation, Energy Efficiency, Innovation Capacity & Awareness raising, Institutional cooperation & Cooperation networks, Knowledge & technology transfer, Renewable Energy, SME & Entrepreneurship), Projects (Finished) Step 2: Selection of projects Selection from the preliminary lists according to the relevance for the Danube/INCO.net project and objectives of the analysis. This step will also include desk research of other EU programmes that are relevant for the results analysis (e.g. CIP) Step 3: Analysis of projects results Step 4: Drafting the report Step 5: Consolidation of the report The projects selected in previous steps will be analysed in order to identify the relevant results (tools, methodologies, documents prepared in the projects). This step shall include the analysis of relevant projects results published in the databases, central programme websites, reports and/or project official websites

Examples 1: Cluster development New Cluster Concepts for Central Europe (Report/Study) CluStrat (CE) – Joint Strategy based on three founding concepts: clusters, emerging industries (active ageing, green economy, and sustainable mobility), and cross-cutting issues (knowledge transfer and knowledge co-production, internationalisation, and gender and innovation including diversity). Handbook on transnational clustering (Methodology) CNCB (CE) – The document contains concrete recommendation and action plan worked out for clusters that wish to go international. In the recommendation for development and actions, special attention is paid to the theoretical and practical side of cluster portfolio making.

Examples 2: Technology transfer Patent Cost Calculator (Methodology/Guidelines) FORT (CE) – Calculator provides information on estimated costs of patenting in direct national applications, EPO and PCT application. Self-assessment tool for TT institutions (Methodology/Guidelines) CERIM (CE) – The self-assessment tool (SAT) is an organisational capacity assessment tool designed for the use by technology transfer institutions.

Examples 3: Financial tools Innovation Vouchers (Methodology/Guidelines) FORT (CE) – Project partners invited participants based on open invitations to take part at the Innovation Open House events. One winner for each region for each Innovation Open House event was selected and received the Cross- Innovation Voucher. A practical guide to PCP Implementation (Methodology/Guidelines) PROGR-EAST (FP7) – The publication provides a supporting “hands-on” tool for policy makers and public procurers who want to start testing PCP in their respective countries and need a reference framework with practical guidance on how to establish and conduct a call for PCP.

Examples 4: Non-financial tools RTDI programme evaluation guidelines (Methodology/Guidelines) EVAL INNO (SEE) – The main objective of the report is to support the organisations in the SEE countries, responsible for commissioning RTDI programme evaluation, in making the most important decisions and taking the necessary steps for managing viable, relevant and good quality RTDI programme evaluation. Partnership Opportunities Database (Cooperation Platform / Database) Enterprise Europe Network (CIP) – One of the world’s largest business databases. Explore a wide range of opportunities in Europe and beyond. The POD is a free database and contains approximately of profiles looking for business, innovation or research partners.
