To work on international co-operation through the prism of regional security complexes. To motivate escalated interagency collaboration on the formula: complexity of the task and environment + heterogeneous entities = interagency effort. To work on CMDR architecture optimizing centralization and decentralization. To generate integrated methodology for capability based planning throughout the CMDR domain.
