THE SYSTEM APPROACH IN ENVIRONMENTAL LAW IS AT ODDS WITH THE SPECIFIC SPECIES AND HABITATS PROTECTION. “ECOSYSTEM IMPACT ASSESSMENT” AND ENVIRONMENTAL IMPACT ASSESSMENT ARE NOT COMPATIBLE.
