The Eurostars Programme is powered by EUREKA and the European Community > 2  EUREKA is a public network supporting R&D-performing businesses  Established in 1985 by France with support of Germany EUREKA is : Intergovernmental initiative (39 Members – 26 EU countries, 12 other European countries, European Commission) Financed using national public and private funding Market-oriented (projects must result in a marketable product, process or service) Bottom-up (the consortium decides on the project aim; no thematic restriction) Since 1985, 26 billion euro of public-private investment has been mobilised to support some 3,100 EUREKA projects What is EUREKA ?

No restriction on thematic area (bottom up) Project duration is less than 3 years Market introduction is foreseen within 2 years after project completion The R&D-performing SME is in the driving seat (leader of project) other project participants: SMEs, large companies, research institutes, universities At least two participants from Eurostars participating countries The R&D performing SMEs are undertaking at least 50% of total R&D costs Well balanced partnership (no country responsible for more than 75% of the project costs) The leading SME performs the core research……and gets to exploit the results
