Cover Sheet must fit on one page) Indonesia as a developing country, has its own certification system for motor vehicle type approvals. During The 35 th Asia Pacific Economy Cooperation Transportation Working Group Meeting, held in Bangkok-Thailand, Indonesia has requested APEC for assistance in terms of capacity building in order to build better capacity of personnels work in harmonization of UN ECE Regulations. The chair of APEC has asked Indonesia to detail any specific issue regarding this matter. This workshop is deemed as filed important and necessary in line with the mission of APEC Transportation Working Group-VSHG to assist in capacity building to support efforts of economies in harmonizing regulations and developing certification and regulatory systems. The purpose of the workshop is to increase understanding of vehicle safety regulation particularly under UN ECE Regulations, and to enhance understanding on how to establish the national vehicle type approvals system build upon 1958 Agreement. The workshop will provide an opportunity for the participants to increase the skill-set necessary for implementation of UN ECE Regulation and practice way to establish the vehicle type approvals. The workshop will focus on the rational of why vehicle safety regulations are needed. The participants will be guided to assess the existing national vehicle type approvals system; consider what improvements could be made by identifying needs; analyze stakeholder expectation and consider strategies for implementing improvement. Finally, the workshop will explore how UN ECE Regulation can be implemented in national vehicle type approvals system as follow as 1958 Agreement.
DurationThree days event (October – November 2013) Expected participants 21 APEC – member economies (private and public sector) including ASEAN member countries Purpose To increase understanding of vehicle safety regulation particularly under UN ECE Regulations, and to enhance understanding on how to establish the national vehicle type approvals system build upon 1958 Agreement. Due to the preparation of Indonesian Presidential election in 2014 and political campaign this year, we strongly proposed to hand over Indonesia’s position as the lead of this proposed project to other member economies.
