What is the EMREX-trial?

Field trial on the impact of enabling easy mobility on recognition of external studies (EMREX-trial) Proposal to EC Erasmus+ –European policy experimentations in the fields of Education and Training and Youth: transnational cooperation for the implementation of innovative policies under the leadership of high-level public authorities An initiative by the highest level national authorities in Denmark, Finland, Norway and Sweden In collaboration with University of Warsaw (Poland) and KION (Italy) 2

Federated system for data transfer The learner, as a student or applicant in question, is always the one initiating the transfer of data and also the party authorizing it. Data exchange is no longer dependent on agreement between organizations, but on the will of the person concerned and because of the federated nature of the solution, the national identification services are sufficient. 3

In practice (1/2) A national Contact point for retrieving achievement information in HE A system spesific implementation of commonly defined Mobility support service ”plug-in” in respective SIS A federation between Contact points and plug- ins and use of national identity federations for authorization (ie. FEIDE, HAKA, SWAMID, WAYF) 4

In practice (2/2) European Learner Mobility: Achievement information (CEN) and in its specific data transfer XML-implementation “ELMO” Before-after comparison of university students in the participating countries –The amount of study credits recognized will be tracked and compared –Study on how previous cross-borders studies and study degrees will be used in automatic eligibility statements when applying for admission to a study programme in another country –Interviews on the effect of the willingness to apply for a recognition 5

Meanwhile in Finland (1/2) Participating in the project is Ministry of Education and Culture and CSC in its behalf ELMO-content conversion and Contact point functionality to be built on basis of VIRTA- opintotietopalvelu (”student information service”) and HAKA identity federation (CSC implements) Mobility support service plug-in or plug-ins to one or more finnish SIS is a goal: looking for partners 6

Meanwhile in Finland (2/2) New information retrieval service for VIRTA- opintotietopalvelu to provide more complete information –Add names and alternative names and parallel codes for current data content (using already available sources) –Add information about person (name etc.), possible connection to national person register (VTJ) Emphasis on how to provide descriptions of learning opportunities, i.e. the course information on credits achieved 7
