EASA EIR Working Group Background and Tasking Membership Program Plan List of Issues (so far) Summary

Background and Tasking Create an EASA equivalent to SFAR 109 Eliminate the need for so many CRIs, special conditions, deviations for executive interiors First suggested by Dassault and Airbus Corporate Jet Center ASD made formal proposal through SSCC in December 2010 Different in that it is a stakeholder-led group Led by industry with EASA support In March EASA accepted proposal for stakeholder-led process June published draft ToR with invitation to participate Group has two identifiers RMT.0264 and MDM.066

Background and Tasking Objective: Establish an Executive Interior Rules (EIR) that will complement CS-25 by introducing new provisions and associated ACJ/AMC for executive interiors, taking into account the compensating factors offered by such interiors and associated operations. This effort should also work to ensure harmonisation with the applicable 14 CFR Part 25 regulations. Specific tasks and interface issues (Deliverables): Establish an Executive Interior Rules (EIR) that will complement CS-25 by introducing new provisions and associated AMCs for executive interiors, taking into account the compensating factors offered by such interiors and associated operations. This effort should also work to ensure harmonisation with the applicable 14 CFR Part 25 regulations.

List of Issues (so far) Fundamental Issues How to define executive aircraft/interior? Same issue that Frank F. raised in our May meeting (“What is private use?”) Peter is particularly concerned about executive interior “alleviation” being used in commercial first class interiors How to objectively define an executive interior and exclude first class? On the other hand, Peter said that some EIRWG proposals could be used in commercial/air carrier applications (glass panels, showers, etc.) How to accommodate/define charter operation? No EASA equivalent to 14 CFR part 119 and 135 Create new CS-VIP or include changes in CS 25 Participation of FAA, other authorities
