Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 3 International Telecommunication Union ITU Activities in 2007 Action Line C3  In 2007, the ITU-D held numerous workshops, conferences and symposiums, making materials widely available for free on the web.  In addition, a number of information-rich resources have been made available including web-based information portals, practical ICT toolkits and online databases have been launched and/or existing resources updated.

Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 4 International Telecommunication Union ITU Plans for 2008 Action Line C3  In 2008, more than 50 activities directly relevant to Action Line C3 are planned including  Guidelines and tools for Gender Mainstreaming,  Global Portal for Indigenous People,  an on-line Toolkit for mainstreaming ICT accessibility issues for persons with disabilities,  Virtual Forum on Strategic Human Resources Management,  ICT Regulation Toolkit, etc.

Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 5 International Telecommunication Union ITU Collaboration with Microsoft Corporation  to develop a global mapping based interface to data referred to currently as ITU Global View.  web-based platform leverages interactive mapping software (Microsoft Virtual Earth) to allow ITU to facilitate access to statistics and other country-related information, showcase ICT development projects of all stakeholders and track progress towards WSIS goals in an easy to use manner.  A demonstration of the capabilities of this platform, first demoed at the Connect Africa Summit, is available on ITU’s Connect the World homepage (

Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 10 International Telecommunication Union Stages of migration/1  Phase one : starting introduction of digital television transmission - No further analog license issued for terrestrial broadcasting - Regulation should be reviewed to reflect the implication of digital transmission - Special frequency channels will be allocated to the current broadcasters to provide for the simulcasting in digital format - The possibilities relative to infrastructure- sharing arrangements involving a number or all operators will be explorered

Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 11 International Telecommunication Union Stages of migration/2  Phase Two : The simulcast period - The broadcaster will be encouraged to establish a migration plan - National programs will be transmitted as must carry, free-to–view on any digital terrestrial platform that may be available

Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 12 International Telecommunication Union Stages of migration/3  Phase three: Analogue Cut-off - all current broadcasters will need to be migrated to a digital platform - households will need to upgrade their TV sets to digital e.g. by set top boxes or new TV sets - depending on the migration option selected by the broadcasters/regulators and the market reaction to the introduction of DTTV

Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 13 International Telecommunication Union Explanatory and organizational activities of administration  Provision of public understanding - A voluntary switching phase has fundamental importance for migration - A compulsory phase will have to follow in order to complete switch over - Administration should -explain to citizens why analog broadcasting needs to be switched off -clearly communicate to citizens the time scale -providing assistance e.g. in subsidizing set-top boxes

Committed to connecting the World 19 May 2008 / Geneva / Action Line C3 19 International Telecommunication Union  Expected output of the study - Analysis of current broadcasting situation and plan for digital broadcasting transition through a survey - Identification of pilot countries for next roadmap project - Developing of project document including scope, budget and work plan for making roadmap of digital transition  Current status of the study - The Official letter to ask to nominate a counterpart from ITU-D Director to Ministers was sent in mid of March (+ on-line questionnaire) - About 20 countries appointed their counterpart and they are filling out survey (the deadline is 30 April) - Based on this survey, some pilot countries will be chosen to be assisted to make their digital broadcasting transition roadmap.
