ChinaFrontier: China’s Realities from a Frontier Research Perspective February 2006 Opportunities for International Collaborations in the Framework Programmes Introduction  Research activities of the European Union are designed to stimulate collaboration between European countries.  Thanks to the EU-China Science & Technology agreement, Chinese research organisations can participate in EU projects.  Chinese partners can be supported by either the European Commission or the Chinese Ministry of Science and Technology.  European research organisations are supported by the European Commission.

ChinaFrontier: China’s Realities from a Frontier Research Perspective February 2006 Rules for Participation in FP5 Proposal Consortia Framework Programme 5  Calls were open to participation by entities from non-EU countries and to international organisations.  Third country/international organisation had to be included as a participant in the original proposal submitted.  Third States could participate without Community Funding (exceptionally with Community funding when duly justified as being essential for achieving the objectives of the project).

ChinaFrontier: China’s Realities from a Frontier Research Perspective February 2006 Rules for participation in FP6 proposal consortia Framework Programme 6  All legal entities established in a third country which has concluded a scientific and technological cooperation agreement with the Community (e.g. P.R. China) may take part in RTD activities in accordance with the conditions stipulated in that agreement  All legal entities may receive a Community financial contribution if provision is made for this under an RTD activity or if it is essential for carrying out the indirect action.

ChinaFrontier: China’s Realities from a Frontier Research Perspective February 2006 Rules for Participation in FP7 Proposal Consortia Framework Programme 7  In line with the objectives of international cooperation the participation of legal entities established in third countries (e.g. P.R. China) should be envisaged, as should the participation of international organisations.  Such participation shall be justified in terms of the enhanced contribution thereby made to the objectives sought under the Seventh Framework Programme.
