This means that Maj Gen Heithold has cryptologic authority over the units that are bordered in red because they perform SIGINT missions. This authority is given from the DIRNSA as the AF ISR Agency is the focal point to NSA for SIGINT missions. The Air Force ISR Agency is also deemed the Air Force Geospatial-Intelligence Element (AFGE). This is similar to the SCC structure but instead, sets up the Air Force ISR Agency as the focal point for GEOINT missions. AF ISR Flight Plan Purpose UNCLASSIFIED Steering “Strat-to-Task” process to drive ISR capabilities from strategy to requirements to funding. ORGANIZATION PERSONNEL MATERIEL ISR Flight Plan The Flight Plan charts a course for the Air Force to build current and future ISR Capabilities from, in and through all domains by evaluating potential DOTMLPF solutions to meet COCOM and MAJCOM identified shortfalls. It provides a systematic approach for translating strategic guidance, global trend and threat estimates and transforms them into a vector for DOTMLPF resources for sustained transformation & capability growth. This ISR process formally partners the MAJCOMs and Air Staff together to ensure the solutions identified meet the COCOM and Service shortfalls. The first step, needs analysis, is conducted within the MAJCOMs and Air Staff. An area analysis begins the process and provides a “strategy to task” review for each of the joint capability areas to identify what AF ISR should be doing based on higher level strategy documents. The needs analysis builds upon these identified tasks and is used by the MAJCOMs to identify shortfalls and gaps on behalf of their supported Combatant Commanders. As we’ve worked through the process thus far, 129 identified shortfalls have been identified. The final step, which is the solutions analysis, begins with a complete review of all potential DOTMLPF solutions that might address the shortfalls. This will be supported by various outside communities such as industry, academic circles, and the acquisition community. The final results include capability portfolios that meet the shortfalls for all domains with recommended investment options. While this process is a deliberate process to support the annual POM and APOM processes, warfighter idendified, quick-turn needs and solutions analyses can be accomplished. The living nature of the collaborative automation tools and the established community partnerships facilitate such a quick reaction capability. The next few slides highlight the complexity of the solution evaluation process. QRC QRC is the primary means to support POM builds today and through FY13 APOM UNCLASSIFIED 8
