Outline Project Description  Background  Why is it necessary  Budget & Costs Beneficiary and Partners Budget incl. eligible costs and duration Tasks & Deliverables Deadlines/Milestones Major Events Follow-up: Current Status

NEREIDs Background The NEREIDs proposal aims to strengthen civil protection and marine pollution preparedness and cooperation among Greece and Cyprus, building on international standards, best practices, and innovative Information and Communication Technologies (ICT) such as risk management, eLearning tools, crowd sourcing, and games. Duration: Jan 2013-Dec 2014 Budget/EC funding 537,425€/403,068 € NOBLE Platform Homer

What will NEREIDs do? Multi-axial approach on cooperation for direct response: Cyprus & Greece Characteristics  Host nation support: preparedness to send and receive assistance  Novel ICT technologies: eLearning, games, crowd sourcing, integration of risk assessment/prediction, webinars  Standardized situational reports: Increase preparedness potential reducing the impact of emergencies through sharing experience and best practices on developing  Database of best practices highlighting outstanding response and common errors will be developed and promoted among stakeholders.  Assessment & evaluation framework measuring aptitude and knowledge retention Iterative Approach: Evaluation workshops, Training, TableTop exercises

NEREIDs Partnership Expert Centers in ICT applications for Civil Protection and Marine Pollution  FORTH-Institute of Computer Science, Greece  Ubilabs, Germany National Authorities in Civil Protection and Marine Pollution  Civil Defence, Ministry of Interior, Cyprus  Direction of Fisheries and Marine Research, Ministry of Environment, Cyprus  Direction of Civil Protection, Decentralized Admin of Crete, Greece  Emergency Medical Services, Greece National Competence Centers in Risk Assessment for Civil and Marine Protection  Technological Educational Institute of Crete, Greece  Helenic Center for Marine Research Center (subcontract to TEI)  Oceanographic Center, University of Cyprus (AB7)  3D Seismic Lab, Cardiff University (AB5) Volunteer Organizations  Hellenic Red Cross, Rescue and Samaritans Corps (AB6)  Johanniter-Unfall-Hilfe e.V. (Subcontract to AB8)

Expected Impact Improved planning and preparedness for EU civil protection operations and marine protection, building on risk assessments and real disaster events Improved effectiveness of the transnational cooperation provided through the Civil Protection Mechanism by improving the knowledge of professionals and volunteers, e.g. host nation support Novel educational material available in electronic format for training and retraining of professionals and volunteers (crowd sourcing, games, webinars) including risk assessment resources Increased awareness of best practices and shared common resources to be used for training and refresh courses.  Database of incidents  Standardized reports Community of trained volunteers, engaged stakeholders

NEREIDs Tasks Task TitleLeading Organization TASK A T1: Task management and Reporting to the commission FORTH-Institute of Computer Science (CB) TASK B Τ2: Technological Disaster Scenario Selection, Modeling, Analysis TEI Crete (AB2) TASK C T3: eLearning tools - skills development FORTH-Institute of Computer Science (CB) TASK D T4: Host-Nation support, Best Practices, Regional, National & International Cooperation Civil Defence Cyprus (AB1) TASK E T5: Evaluation of learning objectives - knowledge management / retention Oceanography Center University of Cyprus, Cyprus (AB7) TASK F T6. Multinational incident report database Civil Defence Cyprus (AB1) TASK G T7. Task Publicity, Awareness, Dissemination & Liaison T3: eLearning tools - skills development

Task A: Management

TASK B Technological Disaster Scenario Selection, Modeling, Analysis Realization Scheme 1. Select disaster scenarios based on real marine accidents - Oil spills (for example more than 14,000 oil spills are reported each year in the U.S.) produced from explosions on the oil and gas production platforms (Piper Alpha, 1978; Montara, 2009 and the BP Deepwater Horizon spill, 2010) or sea accidents of tankers 2. Create grids (from bathymetry/topography data) of the study areas (Figure 1) Figure 1 Map showing Crete’s bathymetry (digitalisation of Navy maps). Kriging interpolation method has been used. 3. Process of bathymetry to produce slope and aspect maps (Figure 2) Figure 2 Slope map derived form Crete’s bathymetry

7. Elaborate on scenario prepare for eLearning material and workshop 5. Perform Oil spill modelling using MEDSLIK and POSEIDON OSP (Figure 4a,b) 4. Define main geomorphologic features of the study area(s) (Figure 3) Figure 3 Map showing Crete’s bathymetry and definition of marine geological faults (red line) in the selected area (Kokinou et al. 2012) Figure 4a Forecasts and hind casts each for 24 h of two slicks using MEDSLIK Figure 4b Oil Spill modelling using POSEIDON OSM 6. Combine previous steps to produce reliable disaster scenario(s)

Task C: eLearning Tools & Skills Development Risk assessment Crowd sourcing Games in Civil Protection eLearning: merging research with ICT Deliverables C.1d The ICT applications to support spreading knowledge about civil protection and marine pollution C.2d Training using “NEREID”: usage manuals C.3d Evaluation of training tools from ICT perspective

Task D:Host Nation support, Best Practices, Regional, National & International Cooperation Assess existing preparedness and response plans from participating countries. Assessment of existing plans and procedures and improvement of them with the guidelines of the Host Nation Support (HNS), a part of the overall Civil Protection Mechanism. Identify civil protection and marine pollution departments, their level of preparedness and their needs.

Task D: Host Nation support, Best Practices, Regional, National & International Cooperation Perform an information and educational campaign. Train & mobilize volunteer organizations. Adopt Information and Communication Technology (ICT) to support cooperation in the context of training and HNS. Refine scenario scripts based on detailed actions in order to check their level of preparedness. Table Top Exercise organize

Task E: Evaluation of learning objectives - knowledge management / retention Review of Evaluation Methodologies for training in Civil Protection and Marine Pollution Evaluation Framework for training in Civil Protection and Marine Pollution Evaluation of the NEREID interventions in the context of the EU competence framework

Task F: Multinational Incident Report Database Gather information on different incidents, since Categorize reports, analyse and convert into harmonized format. Input random incidents to different statistical programs, check their accuracy, in order to identify the best for future use. Deliverables  Statistical Analysis and Data mining of incident reports in the database.  Evaluation of the database, Presentation of reports, Information on results and Publication.
