THE BATTLE CAPTAIN

AGENDA PRE-VOLUME I VOLUME II INTRODUCTION PURPOSE TASKS INFORMATION MANAGEMENT CP CONFIGURATIONS SHIFT PLANNING and STAFFING

INTRODUCTION TO THE BATTLE CAPTAIN FIRST JOB OUT OF OAC EXPECTED BY UNIT TO BE TRAINED UPON ARRIVAL “BATTLE CAPTAIN” IS NOT A TO&E POSITION, HOWEVER, THE PERSON FILLING THIS ROLE IS NORMALLY SLOTTED IN A TO&E JOB THE INTEGRATOR OF INFORMATION IN THE CP WORKS CLOSELY WITH CMD GROUP, COMPANY COMMANDERS, AND STAFF.

BATTLE CAPTAIN PURPOSE PLANNING CONTINUOUS OPERATIONS vs. PLANNING MAINTAIN UNIT STATUS (KEY TO MISSION ANALYSIS) CONTROLS COLLECTION AND DISSEMINATION OF INFORMATION REQUIRED FOR COA DEVELOPMENT PREPARATION ANALYZE NEW INFORMATION AS IT BECOMES AVAILABLE MAKE MODIFICATIONS TO PLAN BASED ON NEW INFORMATION EXECUTION PACKAGE INFORMATION FOR DECISION MAKERS MUST SEE THE “BIG PICTURE”, ENSURE BOS ARE EXECUTED IN SUPPORT OF THE CURRENT MANEUVER NEEDS

BATTLE CAPTAIN TASKS BATTLE TRACKING INFORMATION MANAGEMENT MONITOR ACTIVITIES/LOCATIONS OF FRIENDLY AND ENEMY UNITS ANALYZE AND ASSES INFORMATION INFORMATION MANAGEMENT ASSIST IN REVIEWING/ DISSEMINATING INFORMATION WITHIN CP AND TF DECISION MAKER/PLANNER ASSIST S3 DURING MDMP CP SHIFT OIC ASSISTS IN SYNCHRONIZING STAFF’S EFFORTS SUPERVISES STAFF FUNCTIONING (DURING EXECUTION)

BATTLE TRACKING Consists of monitoring current location, activity, and combat power of Task Force elements; monitoring the progress of adjacent and supporting units, and updating templates. THE BATTLE CAPTAIN PROCESSES ALL REPORTS AND INFORMATION ENTERING THE CP MAINTAINS AND MONITORS: SITUATION MAP ADJACENT UNIT ACTIVITIES STATUS CHARTS COORDINATES ACTIVITIES OF ALL CP SECTIONS

INFORMATION MANAGEMENT CONTROLS ALL INFORMATION GOING IN AND OUT OF THE CP INFORMATION DISPLAY TECHNIQUES MESSAGE HANDLING BATTLE TRACKING - WHAT CRITICAL INFORMATION REQUIREMENTS MUST BE TRACKED CURRENT OPERATIONS FUTURE OPERATIONS THE BATTLE CAPTAIN MUST UNDERSTAND: COMMUNICATIONS SYSTEMS AND PROCEDURES HOW TO USE ALL COMMO EQUIPMENT AUTOMATION CAPABILITIES and LIMITATIONS

CURRENT OPERATIONS INFORMATION MISSION AND INTENT OF UNIT and HIGHER HQs TWO LEVELS UP UNIT LOCATIONS TWO LEVELS DOWN STATUS OF FRIENDLY UNIT PERSONNEL, CRITICAL EQUIPMENT, and CRITICAL SUPPLIES ENEMY SITUATION ENEMY BDA LOCATION and STATUS OF ADJACENT UNITS CURRENT OPERATIONS OF FRIENDLY UNITS STATUS OF OBSTACLE AND SURVIVABILITY WORK (DEFENSE)

FUTURE OPERATIONS INFORMATION FUTURE MISSION AND INTENT OF UNIT and HIGHER HQs TWO LEVELS UP (BRANCH OR SEQUEL) AVAILABILITY OF HIGHER ASSETS TO SUPPORT FUTURE OPERATIONS ENEMY SITUATION STATUS OF FRIENDLY UNITS COMBAT POWER RESUPPLY and REPLACEMENT PROJECTIONS BREACHING ASSETS (PLOWS, DEMO, ACES, ETC.) CLASS III and V STATUS (OFFENSE) CLASS IV AND V STATUS (DEFENSE)

DECISION MAKER and PLANNER LEADS THE STAFF IN MDMP IN THE ABSENCE OF THE XO/S3 (Bn Level) AUTHORITY DERIVED FROM: COMMANDER/XO/S3 SOPs GUIDANCE OBTAINED FROM: CCIR WARNORDs/OPORDs/FRAGOs ISSUES WARNORDs and FRAGOs DRIVES OPORD PRODUCTION

CP SHIFT OIC RESPONSIBLE FOR TRAINING THE CP CREW AND MAINTAINING THE CP SOP FOCAL POINT OF CURRENT OPERATIONS LEADS AND REHEARSES CP BATTLE/ORDERS DRILLS WORKS CLOSELY WITH THE NCOIC MANAGES SHIFT CHANGES THE BATTLE CAPTAIN MUST HAVE: SOPs (KNOW, UNDERSTAND, ENFORCE) CURRENT ORDERS and CCIR LOGs STAFF PLANNING TOOLS EXECUTION CHECKLIST

INFORMATION REQUIREMENTS COMMANDER CRITICAL INFORMATION REQUIREMENTS CCIRs PREVENT UNNECESSARY AND REDUNDANT INFORMATION COLLECTION CDRs TOOL TO FOCUS STAFF EFFORTS ON INFORMATION HE NEEDS TO MAKE DECISIONS THIS INFORMATION DIRECTLY AFFECTS THE SUCCESSFUL EXECUTION OF OPERATIONS CCIR DRIVE THE STAFF DEVELOPMENT OF THREE PRODUCTS: PRIORITY INFORMATION REQUIREMENTS (PIR) FRIENDLY FORCES INFORMATION REQUIREMENTS (FFIR) ESSENTIAL ELEMENTS OF FRIENDLY INFORMATION (EEFI)

PRIORITY INTELLIGENCE REQUIREMENT HOW THE COMMANDER SEES THE ENEMY. IT IS ASSOCIATED WITH A DECISION THAT WILL AFFECT THE OVERALL SUCCESS OF THE COMMANDER’S MISSION. PIR ARE ONLY DESIGNATED BY THE COMMANDER AND ARE OF A HIGHER PRIORITY THAN IR. THE DECISIONS ASSOCIATED WITH PIR NORMALLY COME IN THE FORM OF HIGH PAYOFF TARGETS (HPT) AND DECISION MAKING CRITERIA FOR THE COMMITMENT OF MANEUVER ASSETS

ESSENTIAL ELEMENTS OF FRIENDLY INFORMATION EEFI - HOW THE COMMANDER VIEWS HIS UNIT FROM THE ENEMY COMMANDERS PERSPECTIVE INFORMATION ON FRIENDLY FORCES AND/OR ACTIVITIES THE COMMANDER DEEMS CRITICAL TO PROTECT FROM ENEMY COLLECTION EFFORTS EXAMPLE: THE COUNTER-RECON REPORTS THAT ENEMY RECON HAS PENETRATED THE SECURITY FORCE IN THE NORTH; THIS WOULD PUT THEM ON A PATH TO IDENTIFY THE TF RESERVE, A CDR EEFI.

ESSENTIAL ELEMENTS OF FRIENDLY INFORMATION EEFI MAY INCLUDE: THE BATTLE CAPTAIN NOW HAS TO DETERMINE WHAT ACTION WILL PREVENT THE RESERVE FROM BEING FOUND BY THE RECON HE NOTIFIES THE CDR WITH RECOMMENDATIONS MOVE RESERVE? SEND OUT ELEMENTS TO FIND AND DESTROY RECON? SOMETHING ELSE? EEFI MAY INCLUDE: LOCATIONS (UNITS, RESERVE, TRAINS/CPs) UNIT STRENGTHS OBSTACLE LOCATIONS AND COMPOSITIONS

FRIENDLY FORCES INFORMATION REQUIREMENTS FFIR - INFORMATION REGARDING A CHANGE TO UNIT STATUS THAT COULD PREVENT SUCCESSFUL MISSION ACCOMPLISHMENT AS IT IS CURRENTLY PLANNED CHANGES TO THE FFIR WILL RESULT IN CHANGES TO THE WAY A COMMANDER AND STAFF ARE PLANNING TO EXECUTE A COA EXAMPLE: THE UNIT HAS TO BREACH AN OBSTACLE THE SELECTED COA REQUIRES 6 PLOWS FOR EXECUTION PLOW STATUS BECOMES A FFIR. A DROP IN THE O/R RATE BELOW 6 WILL REQUIRE ADJUSTMENTS TO THE PLAN.

CCIR REPORTING FLOW PIR? FFIR? NO NO NO ROUTINE RTN TO NCOIC RECEIVE EEFI? YES YES YES NOTIFY CDR & S2 NOTIFY CDR & S3 NOTIFY CDR/S3 & S2 HPT? NO PLAN CHANGE? - LOG - POST ON MAP - CONT. TO MONITOR - DISSEMINATE TO SUB-UNITS - INFORM HIGHER NO YES YES NOTIFY FSE ENGAGE W/ CMD APPROVAL ISSUE ORDERS W/ CMD APPROVAL FOLLOWING THE ACTION PLAN CHANGE? YES NO

TF CP CONFIGURATION CP CONFIGURATION SHOULD BE DETERMINED BY THE PHASE OF THE OPERATION THE CP STAFF MUST PRIORITIZE THE NEEDS OF THE CP BASED ON COMMAND AND CONTROL PLANNING SURVIVABILITY STAFFS MUST BE ABLE TO CONTINUOUSLY DO ALL THREE, THE TRICK IS KNOWING WHEN ONE IS MORE IMPORTANT THAN THE OTHER.

TF CP CONFIGURATION THERE ARE MANY WAYS TO CONFIGURE A TF CP, WE WILL DISCUSS THREE POSSIBLE TECHNIQUES MAIN CP LEAST MOBILE AND MOST VULNERABLE MAXIMIZES C2 AND PLANNING PROCESSES “HOT CP” EMPHASIS ON SURVIVABILITY (ABILITY TO RAPIDLY JUMP AS REQUIRED) MINIMIZES PLANNING ABILITY DURING HOURS OF LIMITED VISIBILITY MOVING CP C2 AND PLANNING IS MOST DIFFICULT SURVIVABILITY ALSO AT RISK BECAUSE YOUR ARE EXPOSED TO ENEMY FORCES AND NOT COVERED AND CONCEALED

MAIN CP CONFIGURATION S3 S2 ENG FSE CHARACTERISTICS: 1. USED PRIOR TO OPERATIONS 2. STATIC SITE, REQUIRES TIME TO MOVE 3. VEHICLES POSITIONED TO FORM CP AREA USING SICCPs 4. GENERATORS OUT AND AWAY FROM VEHICLES TO LESSON NOISE (DUG IN OR SANDBAGGED) 5. SUPPORT VEHICLES AND SITES CLOSER TO CP 6. IMPROVED NOISE AND LIGHT DISCIPLINE 7. NEVER POSITION ALONG HIGH SPEED AAs OR LIKELY ARTY TGTs S3 S2 REPRO TRUCK ENG FSE BRIEFING TENT GENERATORS

“HOT CP” CONFIGURATION CHARACTERISTICS: 1. USED DURING EXECUTION 2. EASILY “JUMPED” IF REQUIRED 3. VEHICLES FACE OUT W/ RAMPS DOWN. ENGINES RUNNING DEPENDENT UPON THE SITUATION. 4. MAP BOARDS OUT 5. OTHER VEHICLES AND PERSONNEL DISPERSED 6. POOR NOISE AND LIGHT DISCIPLINE S3 S2 FSE ENG INTEL MAP FIRES OVERLAY OBSTACLE OVERLAY OPs MAP

MOVING CP CONFIGURATION CHARACTERISTICS: 1. VERY LOUD AND CROWDED. 2. TOUGH TO MAINTAIN SITUATIONAL AWARENESS. 3. LIMITED NUMBER OF MAPS TO MONITOR THE FIGHT. 4. COORD W/ OTHER STAFF AGENCIES LIMITED 5. BATTLE CPT CAN EFFECTIVELY MONITOR ONE NET AT A TIME. DVR ENGINE TC RTO OPs MAP BC CHART BOOK RADIOS

CP SHIFT PLANNING AND STAFFING CPs NORMALLY RUN TWO SHIFTS, A TECHNIQUE IS: SHIFT A: 0330 - 1600 SHIFT B: 1530 - 0400 EVERY STAFF AGENCY IS REPRESENTED ON BOTH SHIFTS, PRIMARIES WORK THE “A” SHIFT 30 MINUTE OVERLAP ALLOWS FOR A SHIFT BRIEF. THIS BRIEFING IS DONE BY THE OUTGOING BATTLE CAPTAIN TO THE IN-COMING STAFF. STAFF REPs ARE REQUIRED TO CONDUCT INTERNAL CHANGEOVER BRIEFS WITH THEIR REPLACEMENTS PRIOR TO THE BATTLE CAPTAIN BRIEFING

CP SHIFT PLANNING AND STAFFING BOTH SHIFT BRIEFINGS ARE FORMAL, THE EVENING BRIEFING IS ATTENDED BY THE COMMANDER THE BRIEFING COVERS: S2 RECENT ACTIVITIES CURRENT OPs FUTURE OPs FSO ADA ENGINEER EQUIPMENT STATUS OBSTACLE STATUS (IF APPLICABLE)
