The context: I. Slovenia is a small country: 2M people, 38B GDP, 4 universities (UL ½ of HEA), 4 larger research institutes… II. Transition with privatisation understood as a means of personal richness enhancement instead of responsible capital management. Accumulation went into buy-outs and financial oasis rather than in development investments. III. Public investments followed the traditional pattern: knowledge = cost > investment

Encountered problems  Economy has difficulties in responding to global knowledge economy challenges: few large companies left, innovative SMEs are fragmented.  Universities have introduced Bologna reform. However, knowledge institutions are under-financed and fragmented with the focus on basic research. Lack of entrepreneurial autonomy.  Challenge: how to organize knowledge, bridge the gap between economy and academia and enhance development ?
