Upgrading the collection and wastewater treatment system in Ploiesti City The investment project proposed by Ploiesti Municipality is part of the Romanian effort for a quick development of urban infrastructure It appears as a consequence of the Romanian Government's commitment to the European Union to fulfill the accession conditions stipulated in Chapter 22 “Environment protection” and in according to " Position Paper" on " adoption of the European Acquis". The commitment of upgrading the water supplying and sewarage infrastructure in Ploiesti city is mentioned in the schedule of implementation of Directive 91/271/CCE. In the same time it is in accordance with Sustainable Development Strategy for Public Services of Water Supplying and Sewarage “Romania 2025” and with the Local Plan of Sustainable Development Of Ploiesti City.

Upgrading the collection and wastewater treatment system in Ploiesti City In this way it was consider necessary to develop some works at the wastewater treatment plant in order to make possible the obtaining of an effluent with a quality that fulfills the requirements of NTPA NTPA and harmonized with Directive 91/271/EEC. Treatment processes will ensure the imposed quality of treated wastewater discharges in natural emissaries and it were adopted further processes of nitrification, denitrification, phosphorus removal by precipitation and/or biological degradation. Ploiesti city has economic potential, industrial and urban development activities should provide high standard services and utilities. In this context, the municipality has set as its primary objective the upgrading and extending of sewerage system and sewerage treatment plant.

Upgrading the collection and wastewater treatment system in Ploiesti City The main objective is the construction of a new wastewater treatment plant that will be placed next to the old one, on the right side of the Dambu Creek, in the south-eastern extreme of Ploiesti city. This investment includes the following works: refurbishment of sewage station extension of the sewerage network in the North-East and South area of Ploiesti city improvement of the existing overflows in the sewage network Rehabilitation and strengthening of the unloading of effluent treatment station in Dambu Creek

FUNCTIONAL AND TECHNOLOGICAL DESCRIPTION The technique solution for the refurbishment of the station provides building a new wastewater treatment plant, with tertiary cleaning gear, designed for: Average daily flow rate on dry weather: 50,000 m3/day (originally endorsed flow m3/day); Maximum daily flow rate on dry weather: 55,000 m3/day Maximum hourly flow rate on dry weather was: m3/h; (originally endorsed 2153 flow m3/h) Maximum daily flow wet weather: m3\/day (originally endorsed 73 flow 300 m3\/day) Investment project presents a technico-economical solution for collecting and cleaning wastewater passes through the construction of a sewage treatment station able to ensure an efficient and appropriate treatment of wastewater, in terms of quality of the effluent which drains in Dambu Creek.

Upgrading the collection and wastewater treatment system in Ploiesti City The station will feature gear treatment, biological and mechanical gear and mud treatment and will ensure: removal of TSS and partly of CBO5 in mechanical gear through rare and thick grill, total CBO5 removal in the biological stage by using organic substances decomposition with aerobic bacteria, biological phosphorus removal in a reactor where aerobic and anaerobic phases are set (SBR = sequencing-batch-reactor), biological phosphorus removal by precipitation with the help of a coagulant. Rainfall phosphoric compounds will be retained in the activated mud and will be removed along with the excess mud, mud treatment which consists in a mechanical thickening of mud, total anaerobic stability in fermentation tanks and mud dehydration with adding polyelectrolytes to increase the efficiency of dehydration.

Upgrading the collection and wastewater treatment system in Ploiesti City Treated waste water will be discharged through a download chute into an artificial drain (drain by pass) which begins next to the treatment plant and drains into Dambu Creek, upstream of the bridge CF Ploiesti - Urziceni.

Upgrading the collection and wastewater treatment system in Ploiesti City CONCLUSIONS Technical-constructive measures provided are pursuing the removal of effects caused by evacuations of polluting substances in the water resources. The extension of the sewerage network, designed for the city of Ploiesti, eliminates the risk of potential sources of groundwater pollution. Quality indicators of effluent will meet the conditions specified in the HG no. 210/2007 concerning the quality of treated wastewater dumped in surface courses.

Upgrading the collection and wastewater treatment system in Ploiesti City In conclusion, the positive aspects of this project are: elimination of the danger of Dambu Creek pollution by discharge of treated wastewater; minimize the possibilities of groundwater infestation; revival of Dambu Creek by providing a quality that would lead to frame it in the quality grade III, that city of Ploiesti possess in the upstream; positive sanitary effects for the population; reduction of investment costs as well as operating and maintenance costs of treatment station, which will be reflected in treated waste water tariff.
