Eligible Target Groups The Funds have distinct target groups. ERF targets supports for asylum seekers and refugees EIF targets supports for third country nationals A third country national is a person from outside the EU who is living legally in Ireland (excl. asylum seekers and refugees) Persons with humanitarian leave to remain are eligible under the EIF

Objectives of EIF Call Building capacity at local, regional and/or national level for delivery of community development, intercultural and inter-faith initiatives Building capacity amongst service providers/front line staff to address the needs of third-country nationals Delivery of services and supports for third country nationals, with particular emphasis on more vulnerable categories namely women, youth, children, people with disabilities Building capacity of third-country nationals to participate and integrate into Irish society Building capacity of different levels of government for policy making in relation to integration of third-country nationals

Objectives of ERF Call Building capacity at local, regional and/or national level for delivery of reception and/or integration supports Building capacity amongst service providers/front line staff to address the needs of asylum seekers and/or refugees Delivery of services and supports for asylum seekers and refugees, with particular emphasis on certain vulnerable categories Building capacity of refugees to participate and integrate into Irish society

Funding Rates Applications can be made for up to 70% or 95% depending on the focus of your application Guidelines set out what is eligible under the different rates of funding If your proposed project includes a mix of activities that attract 70% and 95% funding, then apply for the rate that applies to the primary focus of your project Important to indicate what the primary focus of project activities is During the appraisal a determination will be made as to whether the proposal merits up to 70% or 95% funding.

Planning your Project Plan for months Be clear about what outcome(s) you want to achieve Only select relevant outcomes in Section 8.5 Place emphasis on the identification of need (Section 7) Ensure actions are of substance, devised to address needs and achieve outcomes Ensure consistency with objectives of call Study the criteria for selection of projects

Co-Funding Both ERF/EIF require applicants to source co-funding of min 5% or 30% depending on focus of project Confirmation of co-funding is a key eligibility criterion Need co-funding commitment for duration of project and verification of funds All co-funding must be for the specific purposes of the ERF/EIF project ‘In kind’ contributions or the use of existing staff salaries as co-funding is not allowed Financial monitoring involves the grant and co-funding

Applying in Partnership with other Organisations Encourage applications that are collaborative in nature Project partners (for ERF/EIF purposes) are defined as ‘any legal entity which implements a project in co- operation with the final beneficiary by providing the project with resources and by receiving part of the EU grant through the final beneficiary’ Written declaration needed from each project partner Lead organisation is responsible for all contractual, financial and reporting obligations Project partners must maintain good records and are accountable to the lead organisation and to Pobal

Budgeting Total budget for both Funds is €1.3m Grants will be in the region of €50k-€100k Purpose of grant is to provide funding to enable specific actions over period of time Indirect costs (admin overheads) at flat rate of no more than 7% Staffing costs eligible (new posts or apportioning of existing staff) Budget for at least 1 day p/w for financial administrator Budget for project evaluation of no more than €3k Submit apportionment policy

Application and Decision Making Process Review checklist in application form (Sec 13) prior to completion Application MUST BE submitted Using the official Application Form with relevant supporting documentation BY ONLY to By 12 Midnight on Friday 20 th September

Application and Decision Making Process Applications will automatically be deemed ineligible if: Submitted after 12 midnight on 20 th September Focused on an ineligible target group Submitted without sufficient verifiable co- funding

Application and Decision Making Process Pobal will acknowledge receipt of your application by 1 st October 2013 ( notification) If you have any queries re your application please your query to:- We will respond as soon as possible

Application and Decision Making Process All applications will be subject to an Eligibility Check in relation to correct target group and availability of co-funding All applications deemed eligible will have a Desk Appraisal Clarifications may be sought by Pobal by e- mail or by telephone

Application and Decision Making Process Key Selection Criteria are: Capacity of the Applicant Demonstration of Need Outcomes for the target group Strategic Fit Value for Money

Application and Decision Making Process The project needs to be achievable within the timeframe Is there a clear implementation plan and methodology for delivery of the project? Are there realistic and measurable outputs and outcomes for the project?

Application and Decision Making Process Each of the 5 criteria have equal weighting Must achieve 65% minimum to be considered for funding and must score at least 13 under capacity of the applicant A score of 65 or higher is not a guarantee of funding

Application and Decision Making Process Anticipated that decisions on your application will be made by Mid-November 2013 Notification of decision in writing Successful applicants will be issued with a Grant Agreement by Pobal in early December Advance Payments in December

Application and Decision Making Process Unsuccessful Applicants will be advised in writing and provided with a rationale for the decision You may request a Review of your decision in writing
