What is DEMOCRACY? "All for the People and All by the People; Nothing About the People Without the People - That is Democracy!„ Spoken before the Ohio State Legislature, February 16, 1852 by Lajos Kossuth, one of our greatest politicians in the 19th century The Development of the Hungarian Democracy

The Hungarians came from Asia. They were nomad people. Conquest in the 9th century In the 5th century Lord Géza started to organise Hungary as a feudal realm and his son, István finished it. In Hungary there were a lot of kings and just some queens. In 1526 the Turkish conquered Hungary. The country was divided into three parts:

At the end of the 17th century the Hungarian Kingdom was a part of the Habsburg Empire. The capital city of the country was Pozsony. There were two important trials to fight for independence. The first one was led by II. Ferenc Rákóczi in the 18th century and the second one was a revolution and war of independence in Ferenc Rákóczi II.

At the beginnig of the 19th century the neology took place and in 1844 the Hungarian language became the official language of the state. The compromise was fastened between the Hungarians and the Austrians in 1867, then these two countries were called The Austrian- Hungarian Monarchy. That time industrialization started. Mihály Károlyi In WW I. Hungarians and Austians fought as an ally of Germany. They lost the war. A civic democratic government was etablished by Mihály Károlyi in The Hungarian People’s Republic was declared. Károlyi’s government failed in The Soviet Republic started on 21st Oktober In WW II. Hungary fought as an ally of Germany again, contrary to the Soviet Union. After the war the Soviets occupied Hungary and they founded a total dictatorship.

Imre Nagy, Prime Minister After the depression of the revolution Imre Nagy was put to death. Then János Kádár etablished a new government and he developed a light dictatorship. When the Change of Regime took place the democracy was established in Hungary. A totall dictatorship was developed according to the Russion model. In 1956 a revolution and war of independence was broken out. Imre Nagy as the Prime Minister declared the independence of Hungary from the Soviet Union. That year was the beginning of the Hungarian Republic. We had to borrow a lot of loan from other countries to improve our economy infrastructure. We have been trying to catch up with other Western European countries since the Chage of Regime. It has been better now and we hope it will be even better.

Almost every democratic counrtry has got a constitution which is the main milestone of democracy. In Hungary the constitution was introduced in When the change of regime took place the government made a comprehesive change on this constitution according to the modern requirements. A lot of people say that we should establish a totally new one. In Hungary there are some factions in the Parliament. Each political party which has had enough votes on the elections can run a faction. At the moment there are four factions and it is very difficult for them to agree on different issues.

There are general elections in every 4 years. A person who is over 18 and who has not been previolusly sentenced by the court and who is a Hungarian citizen can be elected an MP. Those people are eligible, who can be elected and who have got fixed address in Hungary. The Hungarian Parliament The legistlation: In Hungary, the legistlative power working in the Hungarian Parliament brings the acts. There are 386 MPs in the Hungarian Parliament. We can divide them into two big parts: the cabinet’s MPs and the opposition’s MPs. At the moment there is a coalition in power made up by the Hungarian Socialist Party and the Free Democrats’ Party because they won the majority of the voters in the last elections, which took place in Each member of the Parliament has a parliamentary immunity.

The session hall where the parliamentary legistlation takes place and brings the acts. There are a lot of ministers in our cabinet. And the prime minister is the head of it. He or she is in the cabinet. He or she is entrolling the prime of the republic. Their job is to cover the execution of the acts and the orders. They are making orders and inspecting the local governments. A mayor is the head of a local government. He or she directs, governs and s levies the local taxes. There are local governments in every village, city, the capital city and district. They are elected in every 4 years.
