Global Learning Process for Scaling Up Poverty Reduction and Conference in Shanghai May 25-27, 2004

2 Scaling Up – the Key to Reaching the MDG  More than half the people in developing countries live on less than $2 a day.  Even as levels of absolute poverty fall, disparities of income, health, and education widen.

3 Scaling Up – the Key to Reaching the MDG  Sustained results in countries such as China, pockets of success in India, elsewhere in Asia, and in other countries of the world provide hope that scaling up is possible  Learning what works and what does not is key: This is the main purpose of the Shanghai learning process

4 The Challenge – for Countries and Development Partners Take successful programs and expand, adapt, and sustain them in space and time—this requires learning from what works and what does not

5 Key Elements of the Conceptual Framework I.Four hypotheses on scaling up:  Learning, experimentation, and communication  Institutional innovation and implementation  Leadership commitment  External catalysts

6 Key Elements of the Conceptual Framework II. Importance of management over time and across levels of government  Programs sustained through changes in government  Intergovernmental relations and management

7 Conference in Shanghai and Global Learning Process Learn from successful and failed efforts to scale up  Case Studies (70+) Share experiences and insights into the process of scaling up  Global Dialogues (video and online – 20+)  Field Visits (Indonesia, Uganda, Yemen, Brazil, Turkey, India, Bangladesh and China) Draw out common elements of successful programs that have allowed them to be taken to scale  Conference in Shanghai

8 Purpose of this Dialogue  Discuss draft case studies, and approaches to “scaling up” and provide feedback to the authors  Dissect the process of scaling up  Help build a regional community of learning.

9 Main Questions 1.Was there scaling up? How did it happen? 2.What factors contributed to scaling up? 3.What lessons can be drawn from these case studies?
