Key Program Rental Assistance What is it? State-funded operating assistance to subsidize rent of tenants who are referred by service agencies through the Targeting Program.

Targeting Program Targeted Units are created by requiring ALL Housing Credit Properties to set aside 10% of units for persons with disabilities who are referred through the Targeting Program. Key Program Targeting Program

Targeting Program Goal - connect extremely low- income persons with disabilities who are receiving supportive services to housing that is: Affordable – Key Program subsidizes 75% of units. Safe and decent Permanent Integrated in communities of choice Accessible (Public transpo/community amenities, handicapped units, Fair Housing) Independent (Lease, not service compliance, controls tenancy.)

Targeting and Key Programs a partnership that builds on the strengths of each partner: NCHFA NC DHHS Owners/property management Human service agencies

Key Program Eligibility 1)Person with a disability referred by a participating service agency through Targeting Program 2)Household headed by a person with SSI, SSDI or Veteran’s benefits 3)Total household income at or below 30% AMI 4)Minimum monthly gross income of $300. 5)Meets household and bedroom size standard.

Why is Key Program rental assistance important? Housing Credit units primarily affordable to persons at 50-60% AMI. Persons living on SSI between 15-23% AMI. % of SSI needed to rent 1BR in NC: 91%.

Tenant-based Rental Assistance (TBRA) What does it do? Pays a part of a household’s rent –Directly to landlord Helps make housing affordable for people with limited incomes

Tenant-based Rental Assistance (TBRA) Common types of rental assistance –Section 8 –Shelter Plus Care –VASH vouchers –HOPWA –ESG Rapid Re-housing And now….NC Supportive Housing Program!

Tenant-based Rental Assistance (TBRA) Why is it good for landlords? It’s a guaranteed payment each month There may be supportive services for tenants associated with it

Tenant-based Rental Assistance (TBRA) How is this different than the Key/Targeted Unit Program? Key/Targeted Program is project-based rental assistance Subsidy is attached to the unit, not the person

Transitions to Community Living Initiative Assisting persons with SPMI and SMI in moving from licensed settings to permanent supportive housing in the community How is this being done? –MCOs In-reach Transition Teams

NC Supportive Housing Program (NCSHP) TBRA portion of the Transitions to Community Living Initiative Handled by our partner and contractor Quadel Monthly payments to landlords Supportive services

Affordable housing listings statewide Free for owners and searchers Also: Working toward a comprehensive listing of all TBRA vouchers available statewide

Call landlords on a monthly basis –Check-in –Increases opportunities for communication Tenancy issues Issues with the NCSHP –If there are tenancy issues, can proactively address them before a participant’s housing is at risk
