Summary of the Plans 10 Percent Plan 10% of voters in a state had to take an oath pledging their allegiance to the Constitution and the Union States had a Constitutional Convention to write their new state constitution – State constitutions must abolish slavery Wade-Davis Bill 50% of voters in a state had to take an oath pledging their allegiance to the Constitution and the Union States had to abolish slavery

Summary of the Plans Johnson’s Plan Johnson argued the South never truly left the Union Poor Southerners were pardoned Wealthy Southerners were blamed for secession and had to plead for a pardon Abolish slavery Ratify the 14 th amendment Reconstruction Acts South was split into 5 military districts Each district led by a general and his army To get the military to leave, the state needed to: – Abolish slavery – Ratify the 14 th amendment – Allow African Americans to vote
