3 Plans of Reconstruction Lincoln’s PlanCongressional Reconstruction Johnson’s Plan Amnesty to all but a few who swore an oath of loyalty to the US and accepted abolition of slavery Passed 14 th and 15 th Amendments Amnesty for those taking oath of Loyalty to the US except high ranked confederates and those who had over $ % of 1860 voters took the oath could reform state legislature Military Reconstruction Zone 5 military districts Those excluded few could apply for a pardon All government or military officials who left office to support the South were not granted Amnesty New states guaranteeing voting rights Required states to ratify the 13 th Amendment to abolish slavery Military rule protecting black voting rights Empowering African Americans in government and supporting their education Which plan helped African Americans the most? Which plan was the nicest to former Southern Leaders?

Lincoln and the Radical Republicans December 1963 Lincoln started his moderate plan  Why did he choose this method?  Wanted to reconcile with the south not punish them Lincoln pardoned all Southerners taking an oath of Loyalty

Radical Republicans Thaddeus Stevens and Charles Sumner petitioned for it be much tougher  Why? Wanted to ensure Republican Dominance and to secure Black rights in the South.

Thaddeus Stevens US Representative for Pennsylvania Leader of the Radical Republicans Against Slavery and Discrimination

Charles Sumner Senator from Massachusetts Leader of Radical Republicans Was nearly killed by South Carolina Representative Preston Brooks

The Wade-Davis Bill Required a majority of White Males to take oath of loyalty State held convention to elect representatives Iron clad oath of not participating or helping the confederacy was required Be willing to hold back the former southern leaders and soldiers from ever voting. What is a pocket veto? Lincoln Vetoed it! Why?

What is the Freedman’s Bureau?  Bureau of Refugees, Freedman, and Abandoned lands  Job was to feed and clothe war refugees in the South  Helped find former slaves jobs working on plantations and working up a lobar contract  The Freedmen’s Bureau established schools in the South.  Why was it necessary to establish schools?

13 th Amendment 13th Amendment made slavery illegal forever in the United States.

Just six days after the war ended, on April 15, 1865, President Abraham Lincoln was assassinated while watching a play. Lincoln was assassinated by John Wilkes Booth, a Southerner who was angry at Lincoln. Vice-President Andrew Johnson became president

Black Codes The Black Codes were laws passed by Southern states that limited the new-found freedom of African Americans. Black Codes forced African Americans to work on farms or as servants. They also prevented African Americans from owning guns, holding public meetings, or renting property in cities. One law said former slaves had to pay a tax to vote. It was called a poll tax. Another law was passed that said a person could only vote if their grandfather had voted. These laws were called the Grandfather Clause.

Radical Republicans The Black Codes angered many Republicans in Congress who felt the South was returning to its old ways. The Radical Republicans wanted the South to change more before they could be readmitted to the Union. They were angry at President Johnson for letting the South off so easy.

The 14th Amendment 14th Amendment guaranteed citizenship to all people born or naturalized within the U.S. except for the Indians. It said that state governments could not “deprive any person of life, liberty, or property, without due process of law.”

Congress impeached Johnson. WHY?
