Monitoring the progress made in 2006 Recycling rate 2006 in EU27 + Norway & Switzerland Verification process Qualitative progress made by members in 2006 Communications Publication of the monitoring report

Verification process Before the reporting was verified by Poyry Consulting. Now Poyry is a data partner helping to fill data gaps, but will not be responsible for the verification of the rate any longer. After a tender amongst the well known companies in accounting, PriceWaterhouseCoopers was selected to do the verification of the recycling rate, according to International Statement on Auditing - Assurance Engagements (ISAE 3000) Auditing will be done in June and a report will be finalised by early July. The report will be incorporated unedited in the ERPC monitoring report.

Actions taken by European Newspaper Publishers’ Association Linked to National Communications Action level Informing all ENPA members through ENPA Newsprint/Environment meetings and ENPA general publications about the EDPR and the associated ERPC actions (Issues Files, Annual Report etc). Taking decisions on collective ERPC actions whenever necessary. Identification of recycling schemes at national level.

Actions taken by ETS Linked to National Communications Action level Two separate reports on increase in recycling one for 10,000 tonnes in the UK and a new recycling plant with collection in the Moscow region of 37,000 tonnes A web site designed for children which encourages recycling

Actions taken by FEICA/IVK German Adhesive Association Linked to National Recyclability Communications Other Action level Co-operation with INGEDE IVK’s Technical Working Party on Paper & Packaging Adhesives (Technische Kommission Papier- & Verpackungsklebstoffe – TKPV) collaborates with technical committees of the European deinking organisation – INGEDE, investigating the influence of printing inks and adhesives on the process of paper recycling. This active co-operation aims to improve the recyclability of graphic products. During 2005/2006 various IVK member companies participated in on-road tests to develop a so called traffic-light-model indicating which types of adhesives are suitable to be used in the graphic industry with respect to the criteria of recyclability of the finished products. The development of this traffic-light- model is still an ongoing project – actively conducted and supported by IVK members with expertise, samples and materials. Co-operation with FINAT IVK established a co-operation with FINAT – the European Federation of Label Manufacturers in the field of paper recycling. A common statement of IVK and FINAT was published in autumn 2006 and communicated on various levels: “The Adhesives and Label industries support the recyclability aims of INGEDE. Hence they have developed adhesives which fulfil the respective requirements and these adhesives are partly used in the market of graphic products already. These products could be made commercially available even in big scale. However these products generally show a slightly different overall performance and they would be more costly than today's products. The reason for not putting these products on the market in big scale yet is that the users of adhesives and labels have not demanded recycling friendliness. That's why it hasn't been possible to take any active efforts in pushing these products to the market. If, due to these commercial reasons, other adhesives are used the total system cannot achieve the optimum recyclability." Seminars for Customers and Stakeholders On regular bases TKPV arranges technical Seminars for customers e.g. from the converting printing-, graphic-, paper/board-, packaging industries and expert consultants to law courts. Experts from within the German adhesives industry as well as external guest speakers from stake holding industries inform and educate the participants (in average > 100 persons) on the latest trends in adhesives-, packaging- and application technologies with a focus on recyclability. The last seminar with 123 participants took place in March 2006 in Frankfurt. These seminars safeguard proper and up to date information all along the production chain, and they find a broad echo in the relevant magazines.

The FINAT Recycle Team has two objectives: to extend the recycling of siliconised release liner the minimum achievement however should be incineration of waste with the recovery of energy (this goes as well for release liner as for matrix) Our efforts until now were mainly focussed on the first objective. What have we done? In short I can provide you the following bullet points: Production of a fact sheet leaflet providing basic information on the recycling aspects of siliconised release paper liner; both English/French We published multiple stories in the quarterly FINAT news magazine Answering questions of members to create awareness of the ongoing project and the possibilities for release liner recycling Identifying outlets / solutions for release liner recycling and making first contacts with them Identifying some ‘bigger’ end-users where the material ends up and can be collected and inform them about / bring them in contact with the alternative solution outlets The idea is to start up with connecting a few end-users to possible outlets as first success-stories and then spread the project out on a wider level towards our members. We also made contact with different national organisations (e.g. in France and Germany) to create awareness for the project and look out for any possible future cooperation. Of course our interest within the ERPC is to ask attention for the recyclability and the recycling of this siliconised material. Important to mention in this regard is a presentation that we did for REVIPAPO in France. As also the attentention that we asked from INGEDE during the technical meeting of last 23 March. Actions taken by FINAT
