Governance Council for Law Enforcement Education & Training (CLEET)  Implement, train, license and enforce the laws and regulations for: Peace Officers, Private Investigators, Security Guards and Bail Enforcers (Bondsmen) Oklahoma Private Investigation Association (OPIA)  Support CLEET  Provide liaison to CLEET, other organizations and the legislation  Provide on-going training to its members  Manage complaints and disciplinary actions

Rules & Regulations General Investigator requirements  Meet personal standards  Pass CLEET approved training Phases 1 through 3 or 4  Obtain and maintain a current license  Attend 8 hours of accredited training per year  Maintain liability insurance and/or a personal bond  Work for a properly licensed private investigation agency Key operating Standards  Professional behavior  Adherence to the law  Concept of “Plain View”  Single Party Consent  No Trespassing  Chain of evidence

Ethical Standards Maintain a high degree of professionalism Provide truthful and accurate fact based information Respect client’s confidence Do not engage in any illegal activity or entrapment Protect personal information obtained Cooperate with law enforcement and abide by court orders Maintain proper communications with client Provide date & time stamped visual documentation of investigation efforts

(Not so) Ethical Behavior The Cowboy: Law enforcement want-to-be or used-to-be with a weapon and badge. The Switch : Providing information collected to someone other than the client. The Shyster: Pads the bill and drags the case out The Mouse: Too cautious and looses sight of the claimant too often. The Poorly Informed: Undertrained and takes cases not capable of performing. The Corner Cutter: Starts late, leaves early and can’t be relied upon. The Spy Master : Embellishes the story and constantly looks for elaborate solutions.
