/47 Better infrastructure for motorcyclists Roadside barrier campaign Maurice Anderson BVDM Germany Member of the FEMA Board of Directors

/47 Different kinds of Motorcyclists Motorcycles Motorcycling Brief Motorcycling Introduction

/47 Motorcycle safety and infrastructure Motorcyclists are not fully considered during conception and maintenance of infrastructure  Roadway is the most common collision partner

/47 Motorcycle accident in- depth studies confirm The role of infrastructure : From all cases : 30% road surface defects 8% environment as primary contributing factor 15% environment as secondary factor 6% hazardous traffic situation 10% inappropriate maintenance, design, road furniture or signs 6% design defects

/47 Some illustrations accross Europe: in Spain The role of infrastructure in motorcycle accidents

/47 Some illustrations accross Europe: in Norway The role of infrastructure in motorcycle accidents

/47 Some illustrations accross Europe: in The Netherlands The role of infrastructure in motorcycle accidents

/47 Some illustrations accross Europe: in the UK The role of infrastructure in motorcycle accidents

/47 Some illustrations accross Europe: in Austria The role of infrastructure in motorcycle accidents

/47 Some illustrations accross Europe: in Switzerland The role of infrastructure in motorcycle accidents

/47 Some illustrations accross Europe: in France The role of infrastructure in motorcycle accidents

/47 Some illustrations accross Europe: in Belgium The role of infrastructure in motorcycle accidents

/47 EU and Infrastructure “Infrastructure in particular, must be thought and developed considering the needs of all road users including the more vulnerable ones, namely motorcyclists, cyclists and pedestrians.” (EP 2005/2007 report on road safety) Parliament urges the Commission " to design their roads in such a way that they do not represent any hazards to motorised two-wheeled vehicles " (TRAN own initiative report on road safety 2011 – 2012)

/47 EU and Infrastructure BUT Standards hardly take into account the needs of PTW users; Motorcyclists’ associations often encounter difficulties in convincing road authorities to adapt roads; When they exist, MC-specific infrastructure guidelines are hardly considered by road engineers

/47 RRS impact contributes to 8-16% of lethal motorcycle accidents (EuroRAP 2008) Compared with car occupants riders are 15 times more likely to be killed due to RRS impact (EuroRAP 2008) In Germany 14% of all motorcycle accidents involved a RRS out of which 29% were fatal (Follmann 2008) In the US motorcyclists are 80 times more likely to be killed in a guardrail accident than car occupants (Virginia Tech 2011) In the US almost 10% of all single motorcycle fatalities in 2007 resulted from guardrail impacts (Ouellet 2009) Between January and October 2007 in Spain 18% of fatal motorcycle accidents resulted from collisions with RRS (CIDAUT 2009) The example of Roadside Barriers  Motorcycle accident studies and Research confirm the problem

/47 The problem from a users perspective European standard Road Restraint Systems (RRS) are tested according to an EU standard (EN 1317) only taking into account cars, trucks and buses. For vulnerable road users the impact with a standard RRS significantly increases the risk of fatal or sever injuries; even at low speeds.

/47 Political Will After years of campaigns yet no CEN Standard but Technical Specification TS TC226 WG1 TG1 Motorcyclist Protection sub- group... No Ok Today, FEMA’s aims:  Standard EN  Increased awareness  Safe guardrail Implementation

/47 Guardrail Guidelines presentation of available technical standards statistical data and in-depth research accident profiles configurations presentation of best practices and success stories in Europe Handbook for road authorities and infrastructure operators to upgrade existing road restraint systems pdf download:

/47www.mc-roadsidebarriers.eu Objective: -aims at serving road authorities as database for existing motorcyclists protection systems -manufacturers are called to enter their MPS -road authorities can compare existing products available on the market and use sophisticated search functions Visit

/47 Basic principles: infrastructure Basic motorcycle needs: –good grip whatever the weather conditions; –clear signage that riders can see and understand; –good mutual visibility; –minimum risk of impact against obstacles  Revised standards  Better training of road engineers
