Readiness and Emergency Management for Schools (REMS) grant Keith Kaufman, Director of Community Relations Stephanie Lininger, Assistant High School Principal presentation to Solanco School Board Monday, August 20, 2012 REMS grant

REMS Grant – Readiness and Emergency Management for Schools Federal grant – applied and received in 2009, implemented Applied as part of a consortium through IU-13 Improve emergency preparedness and response  needs assessments  Significant staff training  Strengthening our relationships with police, fire - first responders  Tabletop exercise and emergency drill (student evacuation and student-parent reunification)  Development of Solanco All-Hazards Plan  Funds to purchase safety equipment and supplies

REMS Grant – Readiness and Emergency Management for Schools Funds to purchase safety equipment and supplies – $1,000 per school -- $7,000 total:  2-way radios (and batteries) for each school  Magnets for classroom doors in each school  Numbers and letters for doors and windows in each school  High-visibility safety vests for administrators and staff  Traffic cones, flares

REMS Grant – Readiness and Emergency Management for Schools November 5, 2010 – fire drill at Quarryville Elementary School that featured response by Quarryville Fire Company, evacuation of students and staff to the Hoffman Building, and implementation of student-parent reunification plan

REMS Grant – Readiness and Emergency Management for Schools

Grant provided $1,000 that was used as a donation to the Quarryville Fire Company for its extensive involvement in the tabletop exercise and participation in the Quarryville Elementary School drill on November 5, 2010.

REMS Grant – Readiness and Emergency Management for Schools 1. Provide training to key staff members to improve each districts’ all- hazards plan. 2. Complete a needs assessment to show areas of strengths and weaknesses in our All-Hazards Plan and make changes to improve the plan. 3. Establish an Incident Command Team at each district to allow for effective decision-making in a time of crisis and its aftermath. 4. Each district will work with and coordinate efforts with local law enforcement and first responders.

REMS Grant – Readiness and Emergency Management for Schools Provide Training to Key Staff Members to Improve each district’s All-Hazards Plan:  Training:ICS 100 (NIMS) Introduction 5 staff members trained ICS 200 (NIMS) National Response 4 staff members trained ICS 300 –Intermediate ICS 3 staff members trained ICS 400 – Advanced 2 staff members trained First Aid I CPR Review of Plan District Bus Driver In-Service

REMS Grant – Readiness and Emergency Management for Schools Complete a needs assessment to show the areas of strengths and weaknesses in our All-Hazards Plan  Pennsylvania State Police review our building and district crisis response plan.  Safety and security officer attached to grants reviews Solanco plan.  Take all feedback and suggestions to formulate new and improved plan into the following areas: Prevention & Mitigation Preparedness Response Recovery

REMS Grant – Readiness and Emergency Management for Schools Establish Incident Command Team at each district and building to allow for effective decision-making in a time of crisis and its aftermath: 1. Follow NIMS guidelines – National Incident Command System  All the same language 2. Establish Incident Commands: a. Incident Commander b. Public Information Officer c. Logistics d. Finance 3. Establish job descriptions for each and have several people would could be trained and serve in those capacities.

REMS Grant – Readiness and Emergency Management for Schools Each district will work with and coordinate efforts with local law enforcement and first responders: 1. Monthly drills in buildings. 2. Tabletop exercises with administration. 3. Full-scale drill at Quarryville Elementary. 4. Empty building drill with Pennsylvania State Police at Smith Middle School. 5. Sharing our plans with the local authorities and first responders. 6. Presentations of plan to staff members

REMS Grant – Readiness and Emergency Management for Schools What Happens Now? 1. Continue to drill and review our plans to assure the safety and security of students and staff. 2. Build on the relationships that have been established with local law enforcement and emergency personnel. 3. Continue to train staff and students so we are prepared in case of an emergency.
