What is DECC Green Deal Communities? A new fund set up by DECC to provide local authorities with extra money to encourage housing energy retrofit Aimed at ‘hard to treat’ houses ie solid wall houses – the traditional house type in London where solid wall insulation is too expensive to be funded under Green Deal loans

2. Comprehensive offer and promotion Get a Green Deal Assessment- the first step Access all of Green Deal Loan- not compulsory ECO grant for – Carbon Emissions reduction obligation (CERO) for solid wall insulation, carbon savings community obligation (CSCO) for 15% of the lowest income areas and Home Heating Cost Reduction Obligation(HHCRO) available to recipients of means tested benefits on low income, disabled and elderly A DECC funded top up grant of up to £6000 One Stop service

1. A street-by-street approach to delivery Tested and developed street-by-street approach (GLA/DECC Green Deal Communities Muswell Hill Low Carbon Zone), DECC Green Deal Pioneer Places Local advocates, tailored communications, events and door knocking Utilise thousands of “warm leads” already generated through previous programmes to enable cost effective and speedy take up Ward areas identified for each borough

2. Comprehensive offer and promotion Range of packages and incentives suited to – owner occupiers, private rented sector, blocks of flats, and those in Conservation Areas – Non-domestic sector: local SMEs and existing Green Light North London network of businesses – Fuel poor households: promotion of grants and collective switching and energy advice Creativity of incentives: “nominate my community scheme”, Retrofit Coordinator

3. Choice of supplier and ECO funding 1.“Preferred supplier” recommended by the Council but potential to use any Green Deal accredited supplier 2.ECO funding commitment 3.RetrofitWorks: the good building cooperative, already established: Owned by members who cooperate on core functions e.g. promotion of services, purchase of materials, partnerships with GD Providers and compete on price and service offer.

4. Supply chain development Builds on existing North London SME Retrofit Network – 700 SMEs, a range of trades. RetrofitWorks cooperative network (DECC Green Deal Pioneer Places). Bulk purchase of PAS2030 training for its members. Significant match funding leveraged for the project form £1m ERDF, CONEL

5. Long term sustainable proposal Evaluate the scheme and support the future development of the Green Deal market through research partnerships (Durham University Energy Institute and University College London). RetrofitWorks cooperative network, sustainable model to finance and deliver future growth of Green Deal market and develop the local supply chain.
