A semi-formal survey found 28 active gangs in Hackney (highest number of any London borough); 26 in Tower Hamlets; 24 in Haringey and 13 in Islington. Some 250 gangs were identified across London. Of these, around 50 or 60 were classified as “high harm” gangs (firearms; serious violence; drugs supply; murder).
