THE NEED FOR ONLINE DATABASE MANAGEMENT Real-time Data is dynamic and continuous, generated at a fraction of second AUTOMATIC AIR QUALITY MONITORING CAAQMS, Noise Stations AUTOMATIC WATER QUALITY MONITORING CONTINUOUS EMISSION MONITORING DIRECTIONS ISSUED in the Past and Latest (February 2014)

DIRECTIONS ISSUED BY CPCB to all SPCBs/ PCCs under Section 18 (1)(b) of Water Act and Air Act Date of issue: February 05, 2014 Target Date: March 31, 2015

DIRECTIONS ISSUED ON 05-02-2014 To Install online continuous Stack Emission Monitoring Systems (CSEMS) in 17 categories of highly polluting industries and in Common Hazardous waste and Biomedical waste incinerators for the parameters(industry/sector specific parameter) mentioned in the consent to operate/authorisation not later than by March 31,2015; To install online effluent quality monitoring system at the outlet of effluent treatment plants of the 17 category industries and in CETPs for the measurement of the parameters(industry/sector specific parameter) like flow, pH, COD, BOD, TSS and for other consented parameters as per the guidelines provided; not later than by March 31, 2015; Contd..

DIRECTIONS ISSUED ON 05-02-2014 To connect and upload the online emission and effluent monitoring data at SPCBs/PCCs and CPCB server in a time bound manner but not later than by March 31,2015; To ensure regular maintenance and operation of the online system with tamper proof mechanism having facilities for online calibration; To submit bank guarantee of 25 % of the cost of online monitoring systems (emission and effluent whichever applicable) for ensuring timely installation of online monitoring systems within 90 days from the date of receipt of directions issued by SPCBs/PCCs to the industries;

DIRECTIONS ISSUED ON 05-02-2014 The action taken report along with time bound action plan for each industry under the 17 category of industry and CETPs, Common Hazardous waste and Biomedical waste incinerators for installation of online monitoring systems (emission and or effluent) shall be submitted to the Central Pollution Control Board within 120 days from the date of receipt of these directions. SUBMIT ACTION PLAN: 4 MONTHS BANK GUARNTEE: 3 MONTHS DATA SUBMISSION: 13 MONTHS

EMISSIONS MONITORING PARAMETERS PROPOSED FOR CONTINUOUS MONITORING: PARTICULATE MATTER FLUORIDE AMMONIA SO2 (Sulphur Dioxide) NOx (Oxides of Nitrogen) Cl2 (Chlorine) HCl (Hydro chloric acid vapours) CO (Carbon Monoxide) Technology for continuous monitoring of all these parameters is available

Parameters Versus Method of Detection Ammonia analyzers utilizes ion-selective electrode (ISE), colorimetric, and ultraviolet (UV) absorbance Four different flowmeter technologies --- electromagnetic, ultrasonic, ultrasonic Doppler, and ultrasonic transit time.  Suspended solids and turbidity analyzers use technologies of scatter, absorption, Coriolis and torque effects.   Current practices of using TOC analysis as an alternative to BOD5 & correlation data and analysis between BOD5 and TOC (site-specific) Ammonia and ammonium compounds by ion selective electrode (ISE)

Heterogeneous System In our country continuous monitoring systems is heterogeneous due to the following factors; Various instrument suppliers are available to supply the analyzers/instruments for monitoring Various Technologies are available for continuous monitoring of environmental parameters Data generated from these instruments are available in different formats Since, systems are different, platforms are different, formats are different, data collection and verification mechanism is not possible at a single platform.

Existing System of Data Collection & Display In order to overcome the heterogeneity of the systems the following model of data collection and verification has been adopted: Major instrument suppliers have been asked to install and operate their central servers and software at CPCB Following the polluter pay principle all the industries were asked to submit the real-time data through instrument suppliers Server-Client software mechanism is in place, which enables CPCB to view and verify the data through remote configuration and calibration, along with the status of instruments’ health Instrument suppliers have also developed their own web portals where collected data can be visualized through Internet.
