Cluff Lake Project IAEA- RSLS Workshop Elliot Lake, Ontario, May 2, 2014 Dale Huffman Vice-President, SHEQ AREVA Resources Canada

AREVA Mining Worldwide Cluff Lake Decommissioning Project – May 2,

Cluff Lake Decommissioning Project – Project Status February Ensure public health & safety More than 250 sites in France but also sites in Canada, the USA and Gabon BeforeAfter On-going dialogue & concentration with local population Integrate into landscape Limit the residual impact of previous activities Best in class site reclamation experience

Cluff Lake Project Location

Cluff Lake Project location AREVA Cluff Lake Project – May 2, p.5 Cluff Lake

Overview of Cluff Lake Project The Cluff Lake ore bodies were first discovered in the mid 1960s Mining from 1980 to 2002; weighted average grade ~0.6% Produced 62M lbs U 3 O 8 Average annual grade 1980 to 1982 ranged to 30% U During operation, facilities included:  open-pit and underground mines  a mill  a tailings management area (TMA) with a two-stage liquid effluent treatment system  a residential camp area  various other support and site infrastructure facilities. Cluff Lake is NOT a legacy site AREVA Cluff Lake Project – May 2, p.6

Meet Alex The local trapper was here before we came, lived on- site through the operational period and will be here after we leave AREVA Cluff Lake Project – May 2, p.7

Decommissioning AREVA Cluff Lake Project – May 2, p.8 The four major stages of decommissioning include: 1. Planning  1998 to 2004  Decommissioning license issued by CNSC in Physical decommissioning activities  2004 to 2006  Mill demolition, backfill of certain pit, flooding of another pit, reslope and cover waste rock pile, cover tailings management area 3. Post decommissioning and follow-up monitoring  2006 to present  2013 site cleanup work: improvements & infrastructure 4. Transfer of the site to the Provincial Institutional Control Program (ICP)  To be determined

Decommissioning Objectives Safe environment Stable and self-sustaining landscape Traditional uses unrestricted Minimal future land use constraints Mining is a temporary use of the land AREVA Cluff Lake Project – May 2, p.9

Site overview AREVA Cluff Lake Project – May 2, p.10

Claude Mining Area AREVA Cluff Lake Project – May 2, p.11 Claude pit Claude waste rock pile Claude pit Claude waste rock pile Backfilled pit with problematic waste rock and demolition debris Shape, compact and vegetate waste rock pile Till cover and revegetate surface 2013 Improvement: drains through ring road

DJ Mining Area AREVA Cluff Lake Project – May 2, p.12 DJN pit DJX pit DJN pit Move problematic waste rock to Claude pit Remove surface infrastructure Fast flood pit to establish chemocline Surface water quality objectives being met; U requires risk assessment

D pit AREVA Cluff Lake Project – May 2, p.13 D pit D pit waste rock pile D pit D pit waste rock pile Fast-flooded in 1980’s following storm event Chemocline/thermocline established Surface water quality objectives being met; U requires risk assessment

Mill Area AREVA Cluff Lake Project – May 2, p.14 Demolish mill and bury at Claude pit 2013: warehouse buildings demolished and buried in domestic landfill (on site) revegetate

Tailings Management Area (TMA) AREVA Cluff Lake Project – May 2, p.15 Snake Lake Liquids Pond Lower Solids Upper Solids Snake Lake Liquids Pond Lower Solids Upper Solids SSWQO continue to be met at Snake Lake for all parameters 2013 improvement: regrade diversion ditches; fill in settled areas on surface

Current Status Site buildings have been removed Barriers to site access have been removed Assets have been donated or disposed of Cluff Lake Site is NOT occupied Environmental monitoring and inspections conducted in quarterly campaigns AREVA Cluff Lake Project – May 2, p.16

How Will We Measure Decommissioning Success? Physical stability and erosion control including revegetation success Water and sediment quality in surface water bodies Ecological and Human Health Risk Assessment Radiological clearance Contaminant transport modeling AREVA Cluff Lake Project – May 2, p.17

Future Plans Submission: Environmental Performance Report - May 2015  Fulfill SOE requirements  Update ERA and HHRA  close follow-up program items  Update contaminant transport models for mining area and TMA Determine work program for TMA, if required Update Financial Assurance and Decommissioning Plan Prepare for mid-term CNSC hearing Develop long-term monitoring program License to Abandon & Enter SK Institutional Control Framework  TBD AREVA Cluff Lake Project – May 2, p.18

Lessons Learned Start with the end in mind; mining is a temporary use of the land Environmental assessment is a planning tool Have an actionable decommissioning plan during operations Decommission during operational period Continuous on- site presence is costly Working in a jurisdiction with an institutional control framework in place is enviable Maintain corporate knowledge AREVA Cluff Lake Project – May 2, p.19

AREVA Cluff Lake Project – May 2, p.20 Questions or comments?
