MANDATE OF THE ITU To ensure the rights of public and formal business are not infringed upon by the informal business sector with in the public open space domain. Ensuring compliance to the Legislative and Municipal agreements with in the approved trading plan for the area. Actively engage with all internal and external role players, by forming partnerships to address all informal trading concerns and to find workable solutions to challenges.

Law Enforcement Department Safety & Security Directorate The Law Enforcement Department consist of two departments which reports to the Chief of Law Enforcement Services. General Area Law Enforcement based in the North, East, West and South of the City. They are responsible for all By Law Enforcement within their areas but have a soft boundary approach to enforcement.Each area have an Assistant Chief as a Head. The Specialised Law Enforcement are specialist in their field of enforcement and operate across the City of Cape Town enforcing their specialised functions as well all City By Laws. These Units are ; Informal Trading, Graffiti, PTI, MyCiti Bus headed by an Assistant Chief.. Metal Theft Unit, Media Liaison headed by an Assistant Chief Liquor, Vice, Problem Buildings headed by an Assistant Chief. Anti land Invasion, Displace Persons Unit, Housing Rental Stock Unit headed by an Assistant Chief. Rapid Response Unit headed by an Assistant Chief.
