HHS Proposed Rule on CCDF To improve quality of child care and affordability for low-income families Changes apply to 4 priority areas: improving health and safety standards, improving quality, establishing family friendly policies, strengthening program integrity States must develop implementation plans. As part of process must: Coordinate with program providers Share a draft plan with the public for comment
