NTAA Regional Tribal Priorities

Alaska Capacity building and funding To conduct indoor/outdoor air quality assessments vs. emission inventories Need support from EPA Fugitive dust from large scale mining Road dust (PM) Rural road system is gravel majority of vehicles are ATVs

Alaska Climate change impacts on Villages Open burning in rural Alaska Outreach to Tribal leaders on health effects Funding language Alaskan Villages vs. “Reservations ” Japan radiation pollution concerns

Region 10 Ambient Air Quality NAAQS & Toxics – Atm. Deposition Coal, Oil & Gas Train/Barge Transport Regulatory FARR Revision Process Regional Haze Rule Implementation Tribal NSR Implementation Support for Title V permit reviews Smoke Management Coordination

Region 10 Increase Overall Funding Grants.gov Separate IAQ and Climate Change, do not take away from existing funds Tribal Capability & Capacity Increasing, Success Limited by Funding Enforcement – No OECA Funds for Inspectors Radon Funding Cut IAQ(Mold, Woodstoves, Radon, Pests) – Need resources identified for mitigation – Training on building/sanitation codes – Building inspectors

Region 9 Funding Air programs for all Tribes who request them Streamline designation process Consistent relationships between Tribes, EPA R9 Air Division, and Headquarters

Region 9 Realization that the majority of bad air is from off-reservation sources Emphasis Tribal indoor air within a broader scope Training, tools, and resources for Tribes Recognition of the Tribal Authority Rule

Region 8 EPA post schedule Through-The- Probe Audit and Performance Evaluation Audits (PEP)? Las Vegas Lab Radon Survey Service IMPROVE and Mercury Data Oil and Gas Development and Regulation QAPP concerns Thank you for addressing this

Region 7 Radon Implementation and Mitigation Indoor Air Quality (IAQ) New Air Monitoring Technology Fiscal Year 2014 Region 7 Notification of Funding Availability for Clean Air Act Section 103/105 Funding (NOFA)

Region 6 Funding Hydraulic Fracturing Climate Change as it’s own media Treatment As State-more EPA support for Oklahoma Tribes NCORE Sites-Better support with Filter based requirements and data certification issues

Region 6 AQS Support for Data Certification Request consistently trained support staff Two Year QAPP Approval Radon Indoor Air NSR Training Support

Region 5 Monitoring and Data Analysis Air Toxics, PM, O3, Mercury Tribal mNSR 1,000 letters sent ~ 56 registered ~ 1 Tribal mNSR permit ~ 7 pending Mercury Production, Deposition, Impacts & Regulation Alt Energy and Energy Efficiency Air Modeling and Risk Assessment Education & Outreach

Region 5 Unique Mining Impacts to R5 Ferrous and non-ferrous Sulfide side effects on environment Aggregates – frac sands and transport Lack of resources for new Programs TARJ ~ 28 Tribal entries, 14 EPA funded LADCO Involvement – O 3, training Non-attainment impacts in ceded territories

Region 4 Air Program Development and TAS Indoor Air Quality Climate Change research/ adaptation planning incorporating Tribal Knowledge (TEK) Increased dust pollution from drought caused by climate change

Region 4 Pollution from Hydraulic Fracturing Mercury Increase Tribal Participation with Region 4 EPA

Region 2 Climate Change Adaptation and Planning Hydraulic Fracturing of Marcellus Shale Alcoa and other industries with effects on Saint Regis Mohawk Tribe at Akwesasne

Region 2 Mobile Sources Emissions from the international shipping industry; on-road/non-road IAQ

Region 1 Lack of Federal Trust Responsibly: Carcieri legal decision, Tribe is not eligible for air program funding Additional Air Program Funding Support stack testing every 5 vs 3 yrs due to limited resources PCB contamination Building capacity and requests for MDN component

Region 1 Landfill gas/ energy production East-west highway to cross Maine and traverse Tribal lands International Refinery Emissions Unmet needs in Air Program personnel TIP compliance issues
