3 WMO Resolutions on Data Sharing Resolution 25: …committing to broadening and enhancing, whenever possible, the free and unrestricted international exchange of hydrological data and products, in consonance with the requirements for WMO’s scientific and technical programmes. Resolution 40: WMO commits itself to broadening and enhancing the free and unrestricted international exchange of meteorological and related data and products.

4 U.S. Public Data Policy “…government information is a valuable national resource, and… the economic benefits to society are maximized when government information is available in a timely and equitable manner to all.” --From OMB Circular No. A-130

5 U.S. Model for Data Sharing In the US: General revenue funds Federal information activities, creation of wealth and jobs returns taxes to the Treasury. Feedback loop. Wealth/jobs=taxes Congress/OMB Open information IRS Users and other agencies Originating agency

6 European Model for Data Sharing In Europe: Treasuries and legislation force agencies to go “off the budget” and find their own ways in funding their agencies. Generally not successful or efficient. Europe: data users pay for data Other agencies Originating agency Users EU treasury and legislation
