The Police & NHS Mental Health Foundation Trusts Updated information from FTGA Meeting 10th November 2010 Hosted by Geoffrey Catlin Governor - Lincolnshire Partnership NHS Foundation Trust

Key Police and Mental Health Issues Highlighted Mental Health Act - Section 136 Detention Powers The disparity across different English based Police forces in respect of their use of powers under “ Section 136 ” was discussed in depth.

Key Police and Mental Health Issues Highlighted Mental Health Service User Experience Service User experiences were discussed and both positive and negative examples were raised

Key Police and Mental Health Issues Highlighted Provision of Emergency “ Mental Health ” helplines for police use An issue raised by “police representatives” highlighted considerable variations across the country in accessing professional advice in respect of Mental Health Issues during “Emergency Situations”

Key Police and Mental Health Issues Highlighted Police Training in Mental Health Awareness This was considered to be in need of overall improvement and a consistent level of training is required. Innovative joint working ideas with both NHS (Mental Health) Foundation Trusts and Police Forces providing mutually beneficial training courses for each other was felt to be a positive way forward during difficult economic times.

Key Police and Mental Health Issues Highlighted Mental Health and Police Custody Issues Concerns raised included the need to significantly raise “Mental Health Awareness” for all police officers and civilian staff working in police custody suites. At present Police Custody Sergeants receive acceptable training but others are perhaps not sufficiently trained or aware of Mental Health issues.

Key Police and Mental Health Issues Highlighted Joint Working and Other Initiatives A variety of joint working and other initiatives were discussed

Questionnaire ( Q1) PLEASE WOULD YOUR MENTAL HEALTH FOUNDATION TRUST PLEASE PROVIDE CONTACT DETAILS IN RESPECT OF THE FOLLOWING: (a) YOUR POLICE PARTNER/STAKEHOLDER GOVERNOR (If Your Trust Does not have a Police Stakeholder Governor please advise) (b) YOUR TRUSTS SECURITY MANAGER OR EQUIVALENT DEALING WITH YOUR LOCAL POLICE SERVICE(S) IN THE LOCALITIES THAT YOUR FOUNDATION TRUST SERVES. (Q2) PLEASE PROVIDE STATISTICS IN RESPECT OF 'SECTION 136 DETENTIONS' MADE DURING THE LAST FIVE YEARS FROM 2005 – 2011 WITHIN YOUR FOUNDATION TRUST AREA. OUR INITIAL FINDINGS INDICATE THAT LARGE VARIATIONS IN THE USE OF SECTION 136 CURRENTLY EXISTS ACROSS ENGLAND. (Q3)PLEASE WOULD YOU PROVIDE NAMES AND CONTACT DETAILS (WITH THEIR PERMISSION OF ANY 'USER & CARER GOVERNORS' WHO CAN ASSIST IN OBTAINING FEEDBACK OF USER & CARER EXPERIENCES INVOLVING YOUR LOCAL POLICE FORCE(S) AND YOUR FOUNDATION TRUST. THIS WILL BE USED AS AN APPENDIX AND CONTRIBUTIONS WILL BE CONFIDENTIAL - THE WORKING GROUP BELIEVE THAT SOME VALUABLE LESSONS CAN BE GAINED FROM BOTH POSITIVE AND NEGATIVE EXPERIENCES BY BOTH POLICE FORCES AND NHS FOUNDATION TRUSTS (Q4 )PLEASE COULD YOU GIVE DETAILS OF YOUR 'MENTAL HEALTH EMERGENCY HELPLINE SERVICES' AVAILABLE FOR THE POLICE TO USE IN YOUR FOUNDATION TRUST/POLICE AREA. ARE THESE HELPLINES 24 HOUR ONES, IF NOT WHEN ARE THEY AVAILABLE? (Q5) PLEASE GIVE DETAILS OF ANY JOINT TRAINING INITIATIVES INVOLVING YOUR FOUNDATION TRUST AND YOUR LOCAL POLICE FORCE (Q6)PLEASE GIVE EXAMPLES OF ANY SPECIFIC MENTAL HEALTH TRAINING OFFERED FOR POLICE OFFICERS AND CIVILIAN POLICE STAFF WORKING IN POLICE CUSTODY SUITES/POLICE CELL BLOCKS. IF YOUR TRUST DOES OFFER SUCH MENTAL HEALTH TRAINING - IS IT BASED ON A JOINT INITIATIVE BETWEEN YOUR TRUST AND LOCAL POLICE FORCE? (Q7)PLEASE GIVE INFORMATION CONCERNING YOUR TRUST'S INDUCTION TRAINING FOR YOUR PARTNER/STAKEHOLDER 'POLICE GOVERNOR'. HAS YOUR POLICE STAKEHOLDER GOVERNOR UNDERTAKEN A PRESENTATION TO YOUR JOINT BOARDS (Directors and Governors) RELATED TO “ POLICING AND MENTAL HEALTH ” IN YOUR TRUSTS AREA.?

Progressing the Project How should we progress with the Project? With additional responsibilities for Foundation Trust Governors on the horizon should we concentrate on the Key Issues of Section 136 Detentions, Improving Police/ Mental Health awareness and training, and Helpline Provision rather than undertake the full range of issues. We should also take on board that our host organisation will have to take on a greater involvement in standardisation of governor training issues across all the NHS Foundation Trusts “Less is More” Mies van der Rohe (International Architect and former Principal at the Bauhaus School).

Discussion Group Discussion and Workshop Target Date to Complete Project :- January 2012
